About elections of deputies of Majlis of Turkmenistan

Chapter I. General provisions

Article 1. Bases of the electoral system

According to the Constitution of Turkmenistan and this Law elections of deputies of Majlis (Parliament) are performed by citizens of Turkmenistan on the basis of general, equal and direct suffrage in case of secret vote and on the alternative beginnings.

Elections are held on single-candidate constituencies. One deputy of Majlis is elected from each constituency.

The electoral process is performed on the basis of free and equal promotion of candidates, publicity and openness, freedom of propaganda, equal opportunities for all candidates in holding the election campaign.

Article 7. Elections by the electoral commissions

Elections of deputies of Majlis are provided by the relevant electoral commissions which are formed of representatives of political parties, public associations, bodies of territorial public self-government and groups of citizens, the military personnel on military units.

Representatives in structure of the electoral commissions are pushed at meetings (conferences, plenums, councils) of velayatsky, etrapsky and city bodies of political parties, public associations, at meetings of their primary organizations; meetings of citizens who are convoked at the initiative of groups of citizens. The meeting of citizens is considered competent if at it there are at least 30 voters living in the territory of the constituency.

Article 8. Material security of elections

The expenses connected with preparation and elections of deputies of Majlis are made at the expense of the state. The procedure for use of funds for preparation and elections is established by the Central commission on elections and referenda in Turkmenistan.

Article 9. Responsibility for violation of the electoral law

Persons interfering by violence, deception, threats or other way to free implementation by the citizen of Turkmenistan of the right to choose and be the elected deputy of Majlis, to carry on election propaganda, and also the members of the electoral commissions who committed forgery of the selective documents, obviously wrong counting of votes or allowed other violations of this Law bear the responsibility established by the law. Also persons distributing in any manner obviously false and damaging evidence about the nominated candidate in deputies of Majlis are brought to responsibility.

In case of violation by the candidate of this Law district electoral commission can cancel the decision on its registration.

Chapter II. Constituencies and sites

Article 10. Formation of constituencies

For elections of deputies of Majlis 125 territorial constituencies with approximately equal number of voters are formed. Constituencies are formed by the Central commission on elections and referenda in Turkmenistan.
