About procedure for development, approval and review of consumption rates of fuel and energy

1. Determine that:

1.1. spent for the main and auxiliary needs by the organizations fuel, electrical and heat energy are subject to regulation irrespective of power supply sources;

1.2. development of consumption rates of fuel, electrical and heat energy is performed by the organizations with frequency once in three years, and also in case of change of technology, structure and production organization and enhancement of technique of regulation of expense of these resources;

1.3. consumption rates of fuel, electrical and heat energy for the organizations affirm the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus under which authority they are (which part are) or in management of which stocks (share in authorized funds) of the organizations are transferred; local executive and administrative organs for the organizations, the property or shares (share in authorized funds) of which are in utility property. At the same time for the organizations with total annual consumption of the specified resources of 1 thousand tons of conditional fuel and more and for boiler rooms performance of 0,5 of gigacalorie per hour and above regulation are approved with Department on energy efficiency of the State committee on standardization, regional, Minsk city managements on supervision of rational use of fuel and energy resources of the State committee on standardization.

For other organizations of consumption rate of fuel and energy affirm Department on energy efficiency of the State committee on standardization or according to its order regional, Minsk city managements on supervision of rational use of fuel and energy resources of the State committee on standardization.

Less consumption rate of fuel, electrical and heat energy are not developed by the organizations with total annual consumption of fuel and energy resources of 100 tons of conditional fuel;

1.4. review of consumption rates of fuel, electrical and heat energy is made by the organizations annually in accordance with the established procedure;

1.5. consumption rates of fuel, electrical and heat energy without fail join in production schedules, technical data sheets, repair cards, maintenance instructions of all types of energy-requiring products.

2. To the state committee on standardization to perform methodical management of regulation of fuel consumption, electrical and heat energy and control of this work.

3. To the ministries, other republican state bodies, associations subordinated to the Government of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom till November 20, 1998 to bring the decisions into accord with this resolution.
