1. Approve Regulations on procedure for provision to large families of financial aid of the state in debt repayment on the soft credits obtained on construction (reconstruction) or acquisition of premises it (is applied).

2. To the Ministry of Finance when forming the draft of the republican budget for the next financial (budget) year in accordance with the established procedure to provide expenses on provision to large families of financial aid of the state in debt repayment on the soft credits obtained on construction (reconstruction) or acquisition of premises.

3. This resolution becomes effective from the date of its official publication.

Regulations on procedure for provision to large families of financial aid of the state in debt repayment on the soft credits obtained on construction (reconstruction) or acquisition of premises

1. This Provision developed according to presidential decrees of the Republic of Belarus of January 6, 2012 No. 13, of August 30, 2005 No. 405 "About some measures for construction of apartment houses (apartments) in the rural zone" of April 3, 2008 No. 195 "About some social legal guarantees for the military personnel, judges, public prosecutor's employees and officials of customs authorities", of January 21, 2008 No. 26 "About some measures for development of house construction in the item of Kopys of Orshansky district", is determined procedure for provision to large families of financial aid of the state in debt repayment by the soft credits (further – financial aid) received:

in open joint stock company "Belarusbank savings bank citizens on construction (reconstruction) or acquisition of premises;

in Belagroprombank open joint stock companies and "The Belarusian development bank and reconstruction Belinvestbank by agricultural organizations, the legal entities having branch or other separate division, performing business activity on production of agricultural products, revenue from its realization at which constitutes at least 50 percent of total amount of revenue of this branch or other separate division, "Orshansky Plant of Construction Materials" and "Orshansky Dairy Plant" open joint stock companies (further – the organizations), on construction (reconstruction) or acquisition of apartment houses (apartments), reconstruction of objects under premises on which transfer of debt into citizens is made (except for the citizens recognized as persons in need in housing improvement on the additional bases provided by the organizations in collective agreements).

2. For receipt of financial aid of the state in debt repayment on the soft credits obtained in open joint stock company "Belarusbank savings bank, large families are recognized:

families of borrowers or their spouses (the former spouses) *, the references included in lists on receipt of soft credit on the basis to large families, proceeding from the number of the children included in the specified lists, aged up to 23 years on approval date of these lists and the credit agreements, and also agreements on transfer of debt or on acceptance of debt on the obtained soft credit which concluded since January 15, 2022 according to the credit agreements signed since January 15, 2022 on the conditions established for large families;

the families of borrowers or their spouses (the former spouses) included in lists on receipt of soft credit on the reference basis to large families proceeding from the number of the children included in the specified lists, aged up to 23 years on approval date of these lists and the credit agreements, and also agreements on transfer of debt or on acceptance of debt on the obtained soft credit which concluded till January 15, 2022 according to the credit agreements signed till January 15, 2022 on the conditions established for large families, in the presence in large family of three and more children aged up to 23 years for date of the request for receipt of financial aid of the state in debt repayment on soft credits;

the families of borrowers or their spouses (the former spouses) having in case of the birth (adoption, adoption) of third and the subsequent children after approval of lists on receipt of soft credits (transfer of debt or acceptance of debt on the obtained soft credit) of three and more minor children which taking into account been born (adopted, adopted) the child establishes in the credit agreement (the agreement on transfer of debt or on acceptance of debt on the obtained soft credit) the conditions of preferential crediting provided for large families.
