About preparation for the celebration of the 65th anniversary of the victory in the Great Patriotic War of 1941-1945

noting need of manifestation of permanent care of generation of winners - veterans of the Great Patriotic War, home front workers, widows of the soldiers who fell in fights with aggressors

being guided by the aspiration of the people of the State Parties of the CIS to adequately celebrate significant anniversary - the 65 anniversary of the Victory in the Great Patriotic War of 1941-1945, solved:

1. Recommend to the State Parties of the Commonwealth of Independent States to develop and adopt national programs (complexes of actions) for preparation and the celebration of anniversary of the Victory, and also memorable events of the Great Patriotic War of 1941-1945 with participation of general population.

At the same time:

- taking into account the Decision made by Council of heads of states of the CIS of November 28, 2006 "About perpetuating of celebration of the Victory in the Great Patriotic War of 1941-1945" and making use of the accumulated experience, to continue work on the organization of annual celebration on May 9 - the Victory Day as sacred national holiday in the State Parties of the CIS;

- in mass media more full to light the historical truth about the Great Patriotic War, about feats of the Soviet soldiers in fight against aggressors, actions for the celebration of the 65 anniversary of decisive battles, to resist to attempts of falsification of events and results of the Great Patriotic War;

- speed up work among the population on preserving and perpetuating of memory of courage and heroism of the people of the USSR shown in days of the Great Patriotic War, to cultivate at younger generation pride for great feat in fight against fascism;

- show permanent care of preserving and maintenance in proper condition of military burials, memorial complexes, monuments and obelisks, and also graves of guerrillas, underground workers and prisoners of fascist camps.

2. Suggest the State Parties of the Commonwealth of Independent States to provide participation of their delegations in actions for the celebration of memorable events of the Great Patriotic War of 1941-1945. To perform the direction of delegations by invitations of the State Parties of the Commonwealth - event managers.

Financing of expenses on accommodation and food of participants of festive actions, as a rule, to make at the expense of the inviting states, journey - at the expense of the directing State Parties of the Commonwealth according to the procedure, determined by the governments of the relevant states.

3. Found the single anniversary medal "65 years of the Victory in the Great Patriotic War of 1941-1945.

To Council of Heads of Government of the Commonwealth of Independent States to prepare and submit in 2008 for consideration of Council of heads of states of the Commonwealth the draft of the Plan of the main actions for preparation and the celebration of the 65th anniversary of the victory in the Great Patriotic War of 1941-1945, taking into account national programs (complexes of the actions) planned in the State Parties of the Commonwealth.
