The service in customs authorities is type of public service of the citizens of the Kyrgyz Republic (further - citizens) performing professional activity on realization of functions, the rights and obligations of the customs authorities which are a part of the system of law enforcement agencies of the Kyrgyz Republic.
The legislation of the Kyrgyz Republic on service in customs authorities is based on the Constitution of the Kyrgyz Republic and consists of the legislation of the Kyrgyz Republic in the field of the customs affairs, this Law and other regulatory legal acts of the Kyrgyz Republic regulating procedure for service in law enforcement agencies.
(Further - customs officers) only the citizens of the Kyrgyz Republic who do not have nationality of foreign state capable on the business and moral qualities, the education level and the state of health to carry out the tasks assigned to customs authorities of the Kyrgyz Republic can be officials of customs authorities.

For the purpose of technical supply of activities of customs authorities the corresponding positions of civilian employees of customs authorities are provided in their staff lists (further - workers and employees). The list of the specified positions is determined by the head of authorized state body in the field of customs affairs.
2. Employment relationships of civilian structure (workers and employees) of customs authorities are regulated by the Labor code of the Kyrgyz Republic.

On service in customs authorities the citizens of the Kyrgyz Republic consisting in reserve of personnel of authorized state body in the field of customs affairs according to article 11 of this Law arrive.
The reserve of personnel is created by authorized state body in the field of customs affairs by means of carrying out the corresponding tenders among the following candidates:
- the citizens who took part in competitive selection and recommended by tender committee for transfer in reserve of personnel;
- the employees holding positions in customs authority, recommended by results of certification for increase and who submitted the application for their inclusion in reserve.
Conditions and procedure for transfer in reserve of personnel and exception of it are determined by the Government of the Kyrgyz Republic.

1) on acquaintance with the documents determining their rights and obligations by post, service quality criterions in customs authorities which promote job development, and also on the organizational specifications necessary for execution of job responsibilities;
2) on obtaining in accordance with the established procedure information and the materials necessary for execution of job responsibilities;
3) on visit of the organizations irrespective of patterns of ownership for execution of job responsibilities;
4) on decision making and participation in preparation of decisions according to its job responsibilities;
5) on participation on the initiative in tender on substitution of vacant position in customs authority;
6) on job development in customs authorities, increase in the size of cash allowance taking into account length of service, results of service and skill level;
7) on acquaintance with all materials of the personal record, with responses about the activities and other documents before their entering into the personal record, attaching to the personal record of the explanations;
8) on preparation, retraining (retraining) and advanced training at the expense of the means provided on content of authorized state body in the field of customs affairs;
9) on carrying out according to their requirements of office investigation for confutation of the data discrediting their honor and advantage;
10) on participation in meetings of customs officers;
11) on use of physical force, special means, and also firearms according to the procedure and cases, stipulated by the legislation the Kyrgyz Republic in the field of customs affairs;
12) on receipt of financial incentive and monetary pay, according to the legislation;
13) on dismissal at own will from customs authorities;
14) on provision of pensions taking into account length of service;
15) to use guarantees and social protection, stipulated by the legislation the Kyrgyz Republic.
2. Customs officers also have other rights according to the legislation of the Kyrgyz Republic.
1. Customs officers shall:
1) to provide observance of the Constitution of the Kyrgyz Republic, execution of all laws of the Kyrgyz Republic;
2) to provide observance and protection of the rights and legitimate interests of citizens;
3) to execute orders and orders of chiefs of customs authorities made within their ex-officio full powers, except for obviously illegal;
