This Temporary procedure for control of the vehicles imported by physical persons into the Russian Federation en route through the territory of the Republic of Belarus (further - the Procedure), is applied to vehicles, the following under the own steam and imported by physical persons on the territory of the Russian Federation en route through the territory of the Republic of Belarus (daleeavtotransportny means).

2. The customs clearance and customs control of vehicles are performed according to the rules existing respectively in the territory of the Russian Federation and the Republic of Belarus taking into account the features established by this Procedure.

3. Vehicles shall be brought by the faces importing them to the Russian customs in which region of activities these persons live.

Customs authorities of the Republic of Belarus make customs clearance of vehicles only for the purpose of delivery control.

4. As guarantee of customs payment physical persons customs authorities of the Republic of Belarus apply the Accounting card of the payer (further - the Card) which form is given in Appendix 1.

The specified Card is issued by customs authority of the Russian Federation in which region of activities person importing the vehicle after introduction on the deposit of this customs authority of the amount constantly lives, in the amount of:

500 US dollars - for the vehicles which were in the use;

1000 US dollars - for new vehicles.

5. Person planning import of the vehicle, beforehand to the trip out of limits of the Russian Federation, makes registration of the Card according to the rules given in Appendix 2, in the Russian customs authority specified in the item 3 presents of the Procedure.

The card is drawn up in duplicate, one of which is handed out to the applicant for submission to boundary customs authority of the Republic of Belarus, and another remains on control in cases of customs authority of the Russian Federation.

6. In case of lack of the Card at the time of import, the vehicle can be sent to the Russian Federation according to the rules existing in the Republic of Belarus, providing customs payment or is placed on temporary storage before representation of the Card.

7. The official of customs authority of the Republic of Belarus checks the data specified in the Card and puts down the personal number seal and the signature in the Card, and also makes other actions for implementation of customs control provided by the Belarusian customs legislation.

Also the third copy of the customs receipt order based on which the sums specified in item 4 of this Procedure were granted on the deposit of customs authority of the Russian Federation is shown to the official of customs authority of the Republic of Belarus.

8. Cards remain in the Belarusian customs authority and at least once in 3 days go to the Smolensk customs (The western customs post) for the subsequent informing the Russian customs authorities of appointment on import of vehicles.

The Russian customs authorities of appointment in three-day time after sight the imported vehicles notify by it on it the Smolensk customs which, in turn, not later than in seven-day time, informs the relevant customs authority of the Republic of Belarus.

9. This Procedure becomes effective after thirty days from the date of its publication of the State Customs Committee of Russia.
