Safety rules and labor protections in case of development of mineral deposits by open method

PREFACE

These rules are obligatory for all companies and the organizations, design and other organizations which activities are connected with development of mineral deposits by open method, irrespective of departmental subordination and patterns of ownership.

In them requirements of safe works and operation of the equipment on open-cast minings, and also requirements to the device and safe operation of electroinstallations, means of water outflow and drainage are stated. Regulating documents on industrial hygiene, load-lifting constructions, steam and to the boilers, vessels working under pressure are listed.

By preparation of these rules offers and notes of number of the ministries, concerns, companies, research organizations are considered.

Indicators, regulations and requirements of regulatory legal acts, technical regulatory legal acts in this area are the basis for Rules.

With commissioning of these rules it is terminated Single safety rules in case of development of the mineral deposits by open method approved by Gosgortekhnadzor of the USSR on August 30, 1968, the edition second processed and added 1987.

MAIN TERMS AND DETERMINATIONS

Open mining operations - the mining operations which are carried out directly from the land surface in open excavations.

The mountain company - the company performing investigation or development of mineral deposits.

Pit - the company performing mineral mining by open method. Pit also call set of the dredging in crust formed when mining by open method.

Mining operations - complex of works (processes) on carrying out excavations and dredging of mineral.

Mineral - natural mineral substance which can be used in the national economy.

Rock - the mineral education which is not subject to extraction of useful components.

Excavation - the artificial cavity in crust formed as a result of conducting mining operations.

Well - excavation of cylindrical form more than 5 m in depth and with a diameter more than 75 mm, passed in rock or mineral by mechanical or nonmechanical methods of drilling.

Pit board - the side surface limiting pit and consisting of slopes and platforms of ledges.

Ledge - part of board of pit in step form.

Ledge slope - inclined plane (seldom vertical) surface between the upper and lower platforms of ledge.

Face - on working ledges the surface of rocks moving in space in the massif or disorder which is subject to dredging.

Corner of natural slope - the greatest corner which can be formed by slope of freely filled mountain weight (in equilibrium state) with the horizontal plane.

Collapse corner - internal (concerning the developed space) the corner formed by surface of collapse of breeds of roof with the layer plane.

Collapse prism - the unstable part of the massif of ledge from its slope concluded between working and steady corners of slope of ledge.

Berma - the horizontal platform on non-working board or non-working sites of boards of pit dividing ledges, adjacent on height.

Berma of safety - part of the upper platform of ledge from slope, equal on width to the collapse prism basis.

Pile (disorder) of the blown-up rock - arrangement on the working platform of the mountain weight shattered and which is brought down by explosion.

Landslide - rather slow shift (slipping) on slope of pedigree masses under the influence of gravity, and also additional loadings from the mountain and transport equipment, dumps and drilling-and-blasting works.

Recultivation of lands - complex of the works directed to recovery of productivity and economic value of the lands broken by mining operations and improvement of conditions of the environment.
