About approval of Safety rules and labor protections in case of development of mineral deposits by open method

Being guided by the Program of first-priority measures for ensuring the protection and labor safety on production for 1996-1997 approved by the resolution of the Cabinet of Ministers of the Republic of Belarus of September 5, 1996 No. 588, the decision of Executive Committee of Community of the Republic of Belarus and the Russian Federation of October 17, 1996 (the protocol No. 5), and according to the schedule of review of regulations on labor protection the Ministry of Emergency Situations and the Ministry of Labour of PRIKAZYVAYUT-POSTANOVLYAYUT:
1. Approve the enclosed Safety rules and labor protections in case of development of mineral deposits by open method.
2. Determine that:
2.1. action of Safety rules and labor protection in case of development of mineral deposits by open method extend to all employers irrespective of the name and patterns of ownership;
2.2. modification and amendments in Rules is performed on the basis of scientific and design developments and in the presence of examination of the relevant specialized organizations for the decision of the Ministry of Emergency Situations and the Ministry of Labour of the Republic of Belarus.
3. Enact these rules since January 1, 1998.
Action of Single safety rules in case of development of the mineral deposits by open method approved by Gosgortekhnadzor of the USSR on August 30, 1968 in the territory of the Republic of Belarus since January 1, 1998 stops.
4. To the ministries and other republican state bodies, employers during 1997 to bring into accord with these rules all regulations, to provide training and examination of the specialists who are engaged in designing, designing and also the personnel serving subjects to open mining operations.
5. To occupational safety and health administration of Ministry of Labor of the Republic of Belarus to enter corresponding changes in the State register of regulatory legal acts on labor protection.

These rules are obligatory for all companies and the organizations, design and other organizations which activities are connected with development of mineral deposits by open method, irrespective of departmental subordination and patterns of ownership.
In them requirements of safe works and operation of the equipment on open-cast minings, and also requirements to the device and safe operation of electroinstallations, means of water outflow and drainage are stated. Regulating documents on industrial hygiene, load-lifting constructions, steam and to the boilers, vessels working under pressure are listed.

MAIN TERMS AND DETERMINATIONS

Berma of safety - part of the upper platform of ledge from slope, equal on width to the collapse prism basis.

1.1. Each mountain company (pit) developing the mineral deposit by open method shall have:
1.1.1. the project of development approved in accordance with the established procedure including Sections of safe engineering and labor protection, environmental protection and land reclamation. The project of development passes in accordance with the established procedure the examination of industrial safety;
1.1.2. in the structure the geological and surveying service staffed by specialists with the higher or secondary vocational education in work profile;
1.1.3. surveying and geological documentation;
1.1.4. the development plan for mining operations constituted for the every year which passed in accordance with the established procedure the examination of industrial safety and approved with Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus (further - the Gospromnadzor);
1.1.5. specially developed project in case of development of pedigree dumps of mines (pits), concentrating factories, hydrodumps, ash dumps of combined heat and power plant, and also slags of the metallurgical organizations;
1.1.6. mountain and land branch.
1.2. Again constructed or reconstructed pits, cuts, drags, dredges, and also the separate industrial facilities and constructions put into operation on operating plants are subject to acceptance by the commission according to SNB 1.03.04-2000 "Acceptance of the finished construction objects. Basic provisions".
This requirement does not extend to objects which systematic movement is connected with technology of conducting mining operations (portable railway tracks, power lines, contact networks, water-removing installations, pipelines, etc.) if accomplishment of the specified work types does not require project development.
1.3. Workers and experts shall have preliminary and periodic medical examinations according to the Procedure for performing obligatory medical examinations of workers approved by the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).
1.4. The workers arriving on pit (including on seasonal work), and also transferred to work on other profession, shall be trained in profession according to the Regulations on continuous professional training of working (employees) approved by the resolution of Council of Ministers of the Republic of Belarus of May 15, 2007 No. 599 (The national register of legal acts of the Republic of Belarus, 2007, No. 120, 5/25186), and are certified according to Regulations on procedure for certification of persons who were trained to professions of workers in the conditions of continuous professional training, and assignment of qualification by it approved by the order of the Ministry of Education of the Republic of Belarus of August 13, 1998 No. 494 (The bulletin of normative legal information, 1998, No. 20), for the programs including questions of labor protection and to have the corresponding certificate (certificate).
1.5. The employees of the organizations performing mining by open method are trained to safe methods and working methods, instructing, examination concerning labor protection according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).
1.6. The persons which underwent special training, who passed examinations and received the certificate on the right of control of the corresponding machine are allowed to control of mining and transport vehicles.
1.7. Check of knowledge of safe methods of work as drivers and assistants to drivers of mining and transport vehicles is carried out at least once a year by the commissions appointed by the employer.
Drivers and assistants to drivers of mining and transport vehicles, management of which is connected with operational inclusion and shutdown of electroinstallations, shall have qualification group on electrical safety.
At voltage up to 1000 V:
drivers - it is not lower than III groups;
assistants to drivers - it is not lower than II groups.
At voltage over 1000 V:
drivers - it is not lower than IV groups;
assistants to drivers - it is not lower than III groups.
