About approval of Rules of radiation safety in case of work in exclusion zone and zone of unconditional (obligatory) settling out

1. Approve Rules of radiation safety in case of work in exclusion zone and zone of unconditional (obligatory) settling out which are applied.

2. To the first deputy chief state health officer of Ukraine Ponomarenko A. M. bring the Rules of radiation safety in case of work in exclusion zone and zone of unconditional (obligatory) settling out approved by this order to permission of organizations and institutions of the public sanitary and epidemiologic service of Ukraine which exercise the state sanitary and epidemiological surveillance in exclusion zone and zone of unconditional (obligatory) settling out of the Chernobyl NPP and in the territories, adjacent to it.

3. To legal entities and physical persons which carry out activities or are in the territory of exclusion zone and zone of unconditional (obligatory) settling out of the Chernobyl NPP, to provide fulfillment of requirements of these Rules.

4. To the first deputy chief state physician of Ukraine, Director of the department of the state sanitary and epidemiological surveillance of the Ministry of Health of Ukraine Ponomarenko A. M. provide submission of this order in five-day time on state registration in the Ministry of Justice of Ukraine.

5. To impose control over the implementation of this order on the First Deputy Minister of Health, the chief state health officer of Ukraine Prodanchuk M. G. and on the deputy minister concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash Holosha V. I.

Rules of radiation safety in case of work in exclusion zone and zone of unconditional (obligatory) settling out

I. General provisions

1.1. These Rules determine requirements of antiradiation protection of personnel at all stages of implementation of antiemergency actions for liquidation and minimization of effects of the Chernobyl catastrophic crash, and also practical activities in exclusion zone and zone of unconditional (obligatory) settling out (further - ZV and ZB(O) V) for the purpose of restriction of radiation of personnel which perform works in ZV and ZB(O) V, within the radiation and hygienic regulations of the first group established by Regulations of radiation safety of Ukraine DGN 6.6.1. 6.5.001-98, approved by the resolution of the Chief state health officer of Ukraine of 01.12.97 N 62 (further - NRBU-97).

1.2. These Rules are obligatory during the designing, construction, operation, reconstruction and removal from operation of radiation-hazardous objects.

1.3. These Rules are obligatory for accomplishment by all legal entities and physical persons which carry out works or are in the territory of ZV and ZB(O) of Century.

1.4. Executive bodies shall be guided by these Rules in the work, authorized to exercise the state supervision in industries of ensuring radiation safety, and also special services which exercise control of radiation safety in ZV and ZB(O) of Century.

1.5. Terms and symbols which are used in Rules are applied in the values given in the Basic health regulations of ensuring radiation safety of Ukraine by chipboard 6.177-2005-09-02, of N 54, approved by the order of the Ministry of Health of Ukraine of 02.02.2005 registered in the Ministry of Justice of Ukraine 20.05.2005 for N 552/10832 (further - SMALLPOX - 2005).

II. Zoning of the territory

2.1. The zone is divided into the territories taking into account irregularity of radioactive pollution of the area, placement of Items of temporary localization of radioactive waste (further - PTLRV) and Items of burial of radioactive waste (further - PZRV) the operating and planned productions on conversion and localization of radioactive waste (further - RAV), and also elements of infrastructure, various environment (including need of preserving the available reserved objects), forecasts of change of radio ecological condition of the territory, radiation and hygienic features, introductions of the special mode which regulates all types of activity, the number and duration of stay in it of personnel are distributed on three radiation and regime zones where takes root special sanitary perepusknoy the mode.
