About approval of the Checklist of technical condition of vehicles by automobile carriers

For the purpose of normative settlement of check of technical condition of wheel vehicles by automobile carriers according to article 23 of the Law of Ukraine "About road transport" PRIKAZYVAYU:

1. Approve the Checklist of technical condition of vehicles by automobile carriers which is attached.

2. To State department of road transport (Ovchar P. A.):

2.1. Submit this order on state registration in the procedure established by the legislation;

2.2. Bring this order and the Checklist of technical condition of vehicles automobile carriers to permission of carriers of all patterns of ownership;

2.3. Promulgate this order and the Checklist of technical condition of vehicles automobile carriers on the websites of Mintranssvyaz and Ukravtotrans.

3. To impose control over the implementation of this order on the deputy minister according to distribution of obligations.

Checklist of technical condition of vehicles automobile carriers

I. General provisions

1.1. This Procedure is developed according to article 23 of the Law of Ukraine "About road transport" for the purpose of systematic check of the wheel vehicles by automobile carriers (further - KTS) allowed to movement by roads.

1.2. The terms and determinations applied in this Procedure have such value:

automobile carrier (further - carrier) - physical person or legal entity which performs on commercial basis or for own means of public conveyance or (and) loads vehicles;

the admission to movement by roads (further - the admission to movement) the procedure of provision which is drawn up by documents of the state or departmental registration (re-registration) to the owner of KTS of serial number, and also periodic technical inspection of KTS which for a certain period of time certify compliance of its design and technical condition to the requirements of ecological safety and traffic security established by the legislation roads and/or movements in other conditions of technical operation according to assignment of KTS;

the operating documentation - the set of operational documents of the producer sufficient for studying of features of design and service regulations of KTS;

information support from KTS producer (further - IOP) information necessary for identification of KTS, its components and systems, determinations of requirements concerning safety, technical condition, servicing and repair of KTS;

the wheel vehicle (WV) - the vehicle intended for movement by trackless roads which is used for transportation of people and (or) loads, and also transportation and the drive during movement or on site the equipment installed on it or mechanisms for accomplishment of special working functions, allowed to participation in traffic;

check of design of KTS - check of compliance of structure of design of KTS to requirements which affected registration date;

check of technical condition of KTS - check of technical condition by automobile carrier (the owner, the lessee) during the period between the state technical inspections of this KTS;

check of technical condition of KTS systematic (systematic check) - scheduled inspection of technical condition as KTS constituting systems of maintenance and repair which is performed according to this Procedure;

system of maintenance and repair (further - STOIR) resource pool, means of maintenance and repair, regulating documents and the drawn-up engineering procedures of the contractor of maintenance and repair of KTS; technical condition of the wheel vehicle (further - technical condition) - compliance of KTS to structure of its design on registration date and set of the actual utilization properties of KTS for date of check.
