About approval of the Standard regulations on educational institution of primary professional education

The government of the Russian Federation decides:

1. Approve the enclosed Standard regulations on educational institution of primary professional education.

2. Recognize to invalid:

the order of the Government of the Russian Federation of June 5, 1994 N 650 "About approval of the Standard regulations on organization of primary professional education" (The Russian Federation Code, 1994, N 8, the Art. 864);

Item of 13 changes which are made to the resolutions of Council of Ministers of RSFSR, the Government of RSFSR and the Government of the Russian Federation concerning state registration of the legal entities approved by the order of the Government of the Russian Federation of October 3, 2002 N 731 "About change and recognition voided some resolutions of Council of Ministers of RSFSR, the Government of RSFSR and the Government of the Russian Federation concerning state registration of legal entities" (The Russian Federation Code, 2002, N 41, the Art. 3983);

Item of 2 changes which are made to the acts of the Government of the Russian Federation governing land relations, approved by the order of the Government of the Russian Federation of December 23, 2002 N 919 "About change and recognition voided some acts of the Government of the Russian Federation governing land relations" (The Russian Federation Code, 2002, N 52, the Art. 5225);

the order of the Government of the Russian Federation of March 31, 2007 N 196 "About modification of the Standard regulations on organization of primary professional education approved by the order of the Government of the Russian Federation of June 5, 1994 N 650" (The Russian Federation Code, 2007, N 15, the Art. 1799).

Standard regulations on educational institution of primary professional education

I. General provisions

1. This Standard provision regulates activities of state educational institutions of primary professional education (further - educational institutions).

For non-state educational institutions this Standard provision is approximate.

2. The main objectives of educational institution are:

a) requirements satisfaction of the personality in professional formation, cultural and moral development by means of receipt of primary professional education;

b) requirements satisfaction of society in workers of skilled work with primary professional education;

c) forming at persons studying in educational institution (further - students), civic stand and diligence, development of responsibility, independence and creative activity.

3. The educational institution is created, will be reorganized and liquidated in accordance with the legislation of the Russian Federation.

The decision on creation, reorganization and liquidation of federal educational institutions is accepted by the Government of the Russian Federation.

The procedure for creation, reorganization and liquidation of the educational institutions which are under authority of the subject of the Russian Federation is established by executive body of the subject of the Russian Federation.

Powers of the founder of federal educational institution are performed by federal executive body.

Powers of the founder of educational institution of the subject of the Russian Federation are performed by executive body of the subject of the Russian Federation.

The relations between the founder and educational institution which are not regulated by the charter of educational institution (further - the charter), are determined by the agreement signed between them in accordance with the legislation of the Russian Federation.

4. The educational institution acquires the rights of the legal entity from the date of its state registration.

5. Licensing of educational activities of educational institution and its state accreditation are performed according to the procedure, established by the legislation of the Russian Federation.

6. Educational institutions are subdivided into the following types:

a) professional school - the educational institution realizing the main professional educational programs of primary professional education (further - educational programs of primary professional education);

b) professional lyceum - the educational institution realizing the educational programs of primary professional education including providing acquisition by students of higher skill level (higher category by working profession).

7. The name of educational institution is established during its creation and can change in accordance with the established procedure by reorganization and in other cases. The name of educational institution changes without fail in case of change of its state status. The name of educational institution shall contain specifying on its form of business, type and type.

8. Educational institution independently in forming of the structure.

The educational institution creates educational offices and laboratories, educational and industrial practice workshops according to implementable educational programs of primary professional education, and also can have as structural division the branches, hostels, industrial practice farms, training grounds and other structural divisions including realizing general education programs and additional educational programs.

9. In educational institution general education programs, additional educational programs in the presence at it the corresponding licenses can be implemented. The educational institution regarding implementation of the specified educational programs is guided by standard regulations on the corresponding types and types of educational institutions.

10. In educational institution professional training which aims at the accelerated acquisition by students of the skills necessary for accomplishment of certain work can be received and is not followed by increase in educational level of students.

II. Acceptance in educational institution

11. The procedure for acceptance of persons in educational institutions for training is established by the Ministry of Education and Science of the Russian Federation in accordance with the legislation of the Russian Federation.

The educational institution independently develops and approves annual Regulations of Admission in the part which is not contradicting the legislation of the Russian Federation, procedure for acceptance in educational institutions established by the Ministry of Education and Science of the Russian Federation and the Regulations of Admission determined by the founder and enshrined in the charter.

Regulations of Admission of persons are developed for training in general education programs according to Standard regulations on educational institution.
