The instruction about qualification requirements to persons holding managerial state positions of public service of the Republic of Tajikistan

I. General provisions

1. The instruction about qualification requirements to persons holding managerial positions of public service (further - Qualification requirements) are developed according to article 11 of the Law of the Republic of Tajikistan "About public service".

2. For persons, occupying all categories of managerial positions of public service knowledge of history, culture, national shrine, state language, the main directions of domestic and foreign policy, the Constitution of the Republic of Tajikistan, the laws, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan which regulate execution of job responsibilities of government employees is obligatory.

3. For government employees, regular increase in professional qualification is also obligatory (at least 1 time within 3 years).

4. For holding managerial positions of public service obligatory also other qualification requirements which are provided in this act and taking into account features of industry in other regulatory legal acts of the Republic of Tajikistan are.

5. These Qualification requirements extend also to managerial positions of civil public service of law enforcement agencies and bodies of military management.

II. Qualification requirements to persons holding managerial positions of public service of executive office of the president of the Republic of Tajikistan

1. For replacement managerial positions of the highest category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 4 years of years of service of public service in positions of the first category or 8 years of general years of service of public service, or 10 years of general working life;

- knowledge and skills of management, management, planning of process of work and work with subordinates;

- worthy behavior, feeling of high respect for people, citizens and employees;

- good skills of communication with the public, including ability to recover cooperation in case of realization of state interests.

2. For replacement managerial positions of the first category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 3 years of years of service of public service in positions of the second category or 7 years of general years of service of public service, or 8 years of general working life;

- knowledge and skills of management, management, planning of process of work and work with subordinates;

- good skills of communication with the public, including ability to recover cooperation in case of realization of state interests.

3. For replacement managerial positions of the second category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 2 years of years of service of public service in positions of the third category or 6 years of general years of service of public service, or 7 years of general working life;

- knowledge and skills of management, management, planning of process of work and work with subordinates;

- good skills of communication with the public, including ability to recover cooperation in case of realization of state interests.

4. For replacement managerial positions of the third category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 5 years of years of service of public service or 6 years of general working life.

- good skills of communication with the public, including ability to recover cooperation in case of realization of state interests.

5. For replacement managerial positions of the fourth category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 4 years of years of service of public service or 5 years of general working life.

6. For replacement managerial positions of the fifth category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 3 years of years of service of public service or 4 years of general working life;

- good skills of communication with the public, including ability to recover cooperation in case of realization of state interests.

7. For replacement managerial positions of the sixth category:

- higher education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service;

- 1 years of years of service of public service or 2 years of general working life.

8. For replacement managerial positions of the seventh category:

- the higher or secondary vocational education, the specialty corresponding to post which can provide effective implementation of tasks of this managerial position of public service.

III. Qualification requirements to persons holding managerial positions of public service of bodies in case of the president of the Republic of Tajikistan, the ministries, state committees of the Republic of Tajikistan and their structures

1. For replacement managerial positions of the highest category:

- higher education, the specialty corresponding to post which can provide effective implementation of task of this managerial position of public service;

- 4 years of years of service of public service in positions of the first category or 7 years of general years of service of public service, or 8 years of general working life;

- knowledge and skills of management, management, planning of process of work and work with subordinates;

- worthy behavior, feeling of high respect for people, citizens and employees;

- good skills of communication with the public, including ability to recover cooperation in case of realization of state interests.

2. For replacement managerial positions of the first category:
