According to the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" the Ministry of Emergency Situations of the Republic of Belarus and the Industry ministry of the Republic of Belarus POSTANOVLYAYUT:

1. Approve the enclosed Rules of technical safety and labor protection in foundry production.

2. Not apply in the territory of the Republic of Belarus the Safety regulation and production sanitation in foundry production of mechanical engineering industry, approved by the resolution of presidium of the Central committee of labor union of workers of mechanical engineering of November 19, 1958.

3. This resolution becomes effective from the date of its official publication.

Rules of technical safety and labor protection in foundry production

Section I. General provisions

Chapter 1. General requirements

1. Rules of technical safety and labor protection in foundry production (further - Rules) establish requirements which observance ensures industrial safety in foundry production, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents.

These rules extend to all foundry productions of the organizations irrespective of their forms of business and patterns of ownership.

2. Designing, construction, reconstruction, expansion, modernization of foundry productions, production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment are performed according to requirements of these rules, Safety rules and labor protections of the metallurgical productions approved by the resolution of the Industry ministry of the Republic of Belarus of May 22, 2007 No. 8 (The national register of legal acts of the Republic of Belarus, 2007, No. 210, 8/16930) (further - Safety rules and labor protections of metallurgical productions), the Rules of technical safety of gas supply of the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of February 11, 2003 No. 7 (The national register of legal acts of the Republic of Belarus, 2003, No. 47, 8/9386), and also according to technical regulatory legal acts in the field of industrial safety of foundry production.

3. When commissioning, in case of operation, in case of conclusion from operation of foundry productions the organization shall fulfill requirements of the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138) and Rules of the organization and implementation of production control over observance of requirements of industrial safety on the hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 28, 2000 No. 11 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3744).

4. Acceptance for operation of again built and reconstructed foundry productions shall be made according to SNB 1.3.04-2000 "Acceptance finished with construction of facilities. Basic provisions", approved by the order of the Ministry of Architecture of the Republic of Belarus of December 26, 2000 No. 596.

5. The organization operating foundry production shall insure responsibility for damnification of life, to health or property of other persons according to the Regulations on insurance activity in the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 25, 2006 No. 530 "About insurance activity" (The national register of legal acts of the Republic of Belarus, 2006, No. 143, 1/7866).

6. Make changes to design of technical devices or in technological schemes of foundry production it is allowed in coordination with the project organization, the organization manufacturer or the organization developer. The made changes are subject to examination of industrial safety and are approved in accordance with the established procedure.

7. Technical devices, buildings and constructions of dangerous foundry productions in use are subject to examination of industrial safety at the scheduled time.

8. Cupolas, melting aggregates, places of pouring and filling of metal, knockout devices, mixers, crushers and other technical devices during which operation dust and gases are emitted shall be equipped with the gas-catching and pyleochistny systems and devices.

9. The objects of foundry productions connected with risk of fire or explosion shall be carried out according to requirements of General fire safety regulations of the Republic of Belarus for the industrial enterprises approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of December 30, 1994 No. 29 (further - PPB RB 1.01-94), and other technical regulatory legal acts concerning explosion safety.

In each foundry shop liquidation plans of accidents according to requirements of regulatory legal acts, technical regulatory legal acts concerning explosion safety shall be constituted.

10. Technical devices (the foundry equipment, the automated complexes, auxiliary devices and mechanisms) shall be manufactured according to requirements of GOST 30573-98 "The equipment foundry. Installations filling for aluminum alloys. General specifications", GOST 30647-99 "Equipment foundry. Machines for casting under low pressure. General specifications" and other technical regulatory legal acts on specific models of technical devices.

11. Control methods and results of assessment of safety of technical devices in case of production, upgrade and designing shall conform to requirements of technical regulatory legal acts.

12. The technical devices having the controls of mechanisms or other devices located at height, unavailable from floor, and requiring permanent or periodic adjustment, observation, control and repair shall be supplied with stationary, rental, folding platforms and ladders. Bearing areas of footboards, floorings of special platforms and ladders shall exclude sliding.

Platforms shall be protected with handrail height 1, in m and have covering on bottom m 0,1-0,2 height. Handrail at m 0,5 height from flooring shall have intermediate horizontal element.

13. The hoisting machines, mechanisms and devices used in foundry productions shall conform to requirements of Rules for the Construction and Safe Operation of hoisting cranes.

14. Designing, installation, operation of electroinstallations in foundry production shall be performed according to requirements of regulations for electrical installation.

15. Air of the working area (on workplaces) shall conform to requirements of technical regulatory legal acts in the field of technical regulation and standardization.

16. The procedure and terms of reduction of the operating foundry productions in compliance with requirements of these rules are determined by heads of the organizations in coordination with territorial authorities of public administration in the field of industrial safety.

17. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works are established in the corresponding instructions developed according to requirements of these rules, GOST 12.3.027-92 "Occupational safety standards system. Works foundry. Safety requirements" (further - GOST 12.3.027) and approved as the employer. The list of obligatory instructions affirms the employer.

18. Training, instructing and examination of workers of foundry shops are performed according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510), both Safety rules and labor protections of metallurgical productions.

Leading employees and specialists undergo examination according to the Instruction about procedure for test of knowledge of the legislation in the field of the industrial, nuclear and radiation safety, safety of transportation of dangerous goods, protection and rational use of subsoil approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of January 8, 2007 No. 2 (The national register of legal acts of the Republic of Belarus, 2007, No. 57, 8/15806).

19. In the organization the list of works of the increased danger (gas dangerous, vzryvo-and fire-dangerous, works on roof of buildings, in reservoirs, wells and others) approved by the employer shall be constituted. Such works shall be performed according to the work permit.

It is necessary to draw up the work permit on works of the increased danger according to requirements of the Cross-industry general rules for labor protection approved by the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818) (daleemezhotraslevy general rules on labor protection).

20. Dangerous and harmful production factors when carrying out foundry works are:

allocation in air of hazardous substances: phenol, formaldehyde, aerosols and others;

the increased dust content, gas contamination and air temperature of the working area;

the increased temperature of surfaces of the equipment, equipment and castings;

the increased noise levels and vibrations;

moving transport and weight lifting equipment, mobile parts of the processing foundry equipment;

electromagnetic and ionizing radiation;

physical overworks because of weight and intensity of work;

the increased danger of emergence of injury rate.

Chapter 2. Requirements to the territory

21. The layout of the territory, space-planning and constructive solutions of buildings and constructions shall conform to requirements of construction regulations of SNB 2.02.01-98 "Fire and technical classification of the buildings, building constructions and materials" approved by the order of the Ministry of Architecture of the Republic of Belarus of September 2, 1998 No. 134, SNB 2.02.02-01 "Evacuation of people from buildings and constructions in case of the fire", No. approved by the order of the Ministry of Architecture of the Republic of Belarus of May 11, 2001 19, of SNB 2.02.03-03 "Restriction of distribution of the fire in buildings and constructions. Space-planning and constructive decisions", approved by the order of the Ministry of Architecture of the Republic of Belarus of March 3, 2003 No. 42.

22. The territory of foundry shops, sites shall meet the requirements of health regulations and regulations the SanPiN 2.2.1.13-5-2006 "Hygienic requirements to designing, content and operation of the production enterprises" approved by the resolution of the Chief state health officer of the Republic of Belarus of April 3, 2006 No. 40 (further - the SanPiN 2.2.1.13-5-2006), the SanPiN 10-5 Republics of Belarus 2002 "Sanitary protection zones and sanitary classification of the companies, constructions and other objects" approved by the resolution of the Chief state health officer of the Republic of Belarus of September 9, 2002 No. 68, SNB 2.02.04-03 "Fire-proof protection of settlements and the territories of the companies" approved by the order of the Ministry of Architecture of the Republic of Belarus of October 17, 2003 No. 217, PPB RB 1.01-94, of Cross-industry general rules on labor protection and these rules.

23. The operating and again constructed foundry shops and sites shall be located so that the line direction of transportation of freights was not broken and passers and the crossed cargo flows were not created.

Blocking up and pollution of the territory of shops, sites metal, garbage and production waste is not allowed.

24. Roads, sidewalks, drives and passes shall contain in good repair, be cleared timely of garbage, snow and ice. In summertime it is necessary to water them, in winter time - to clear of snow and ice, and in case of ice accretion - to sand, slag or other antiskid materials.

25. Availability in the territory of foundry shops, sites of holes, ditches and ruts is not allowed. The temporary holes, ditches arranged during repair or construction works are protected, and in night-time - are lit. Height of barrier shall be at least 1,0 of m.

Blocking up and pollution of the territory of shops metal, garbage and production waste are not allowed.
