Chapter 1. General provisions

Article 1. Main terms and their determinations

For the purposes of this Law the following main terms and their determinations are applied:

emergency readiness - capability quickly to take measures which it is effective reliably and timely interfere or reduce probability of emergence of radiation accident when implementing activities for use of atomic energy;

emergency reaction - accomplishment of the measures directed to liquidation, restriction or decrease in effects of the radiation accident which arose when implementing activities for use of atomic energy;

nuclear power plant - the nuclear installation for production of electrical and heat energy in the set modes and conditions of application which is located within certain territory in which for implementation of this purpose the nuclear reactor (reactors) and complex of systems, devices, the equipment and constructions, necessary for its functioning, are used;

atomic energy - the energy which is released in nuclear reactions and in case of radioactive decay and also energy of the generated ionizing radiation;

the block of nuclear power plant - the part of nuclear power plant representing the nuclear reactor with the generating and other equipment, providing functions of nuclear power plant in the amount determined by its project;

commissioning of nuclear installation and (or) Item of storage - process during which systems and components of the constructed nuclear installation and (or) Item of storage are brought to operating state and is estimated their compliance to the project of the specified objects;

conclusion from operation of nuclear installation and (or) Item of storage - the process directed to the termination of further use to destination of nuclear installation and (or) Item of storage in case of which safety of workers (personnel) of the operating organization, citizens and the environment is ensured;

activities for use of atomic energy - the reasonable activities of persons connected with placement, design, construction, commissioning, operation, restriction of operational characteristics, prolongation of useful life, conclusion from operation of nuclear installation and (or) Item of storage and also with the treatment of nuclear materials, the fulfilled nuclear materials and (or) operational radioactive waste;

subjects to use of atomic energy - nuclear installation, the storage Item, nuclear materials which fulfilled nuclear materials, operational radioactive waste;

the fulfilled nuclear material - the nuclear material irradiated in active zone of the reactor and finally removed from it;

the project on nuclear installation and (or) Item of storage - the project and technical documentation including reasons for investments, environmental impact assessment, reasons for safety, architectural and construction projects and other documentation according to acts of the legislation, including technical regulatory legal acts, necessary for placement, constructions, commissioning, operation and conclusion from operation of nuclear installation and (or) Item of storage;

storage Item - the stationary objects and (or) constructions intended for storage of nuclear materials, the fulfilled nuclear materials and (or) operational radioactive waste;

placement of nuclear installation and (or) Item of storage - the choice of the location of the parcel of land for construction of nuclear installation and (or) Item of storage, including the corresponding assessment and determination of the criteria pledged in project basis on nuclear installation and (or) Item of storage;

construction of nuclear installation and (or) Item of storage - production and assembly of nodes of nuclear installation and (or) Item of storage, construction and construction of constructions and communications, installation of nodes and the equipment, carrying out the corresponding testing;

physical protection - complex of the technical, organizational and other measures directed to safety of subjects to use of atomic energy and prevention of unauthorized access to them;

operational radioactive waste - the radioactive waste which is formed as a result of operation of nuclear installation and (or) Item of storage;

the operating organization - the organization performing by own forces or with involvement of other organizations activities for placement, construction, commissioning, operation, restriction of operational characteristics, prolongation of useful life and conclusion from operation of nuclear installation and (or) Item of storage and also activities for the treatment of nuclear materials, the fulfilled nuclear materials and (or) operational radioactive waste;

nuclear safety - the condition of security of citizens and the environment from harmful effects of ionizing radiation of nuclear installation and (or) Item of storage provided with achievement of proper conditions of their operation, and also the proper treatment of nuclear materials, the fulfilled nuclear materials and (or) operational radioactive waste;

nuclear installation - constructions and complexes with the nuclear reactor (reactors), including constructions and complexes with industrial, experimental and research nuclear reactors, critical and subcritical nuclear stands (assemblies);

nuclear material - the material containing and capable to reproduce the sharing materials (substances);

the nuclear reactor - the device for implementation of the managed chain nuclear reaction.
