Approve the enclosed Recommendations about development by federal state bodies and organizations - the main managers of means of the federal budget of approximate regulations on compensation of employees of subordinated federal budgetary institutions.

Recommendations about development by federal state bodies and organizations - the main managers of means of the federal budget of approximate regulations on compensation of employees of subordinated federal budgetary institutions

I. General provisions

1. These recommendations about development by federal state bodies and organizations - the main managers of means of the federal budget of approximate regulations on compensation of employees of subordinated federal budgetary institutions (daleerekomendation) are developed for the purpose of rendering the practical help to them in case of development of approximate regulations on compensation of employees of subordinated federal budgetary institutions (further - Approximate provisions).

2. The wages systems of employees of federal budgetary institutions (further - organizations) including the sizes of salaries (official pay rates), wage rates, payments of the compensatory and stimulating nature are established by collective agreements, agreements, local regulations in accordance with the legislation of the Russian Federation, and also taking into account opinion of representative body of workers.

3. In case of development of Approximate provisions federal to state bodies and organizations - the main managers of means of the federal budget (further - the main managers of means of the federal budget) the analysis of specifics of activities of the organizations which are under their authority for the purpose of group of organizations on types according to their main authorized activities is performed.

4. Approximate provisions are developed on the basis of the current legislation, and also regulatory legal acts of the Ministry of Health and Social Development of the Russian Federation given in appendix to these Recommendations.

II. Structure and content of approximate regulations on compensation of employees of federal budgetary institutions

5. It is recommended to include the following Chapters in Approximate provisions:

1) General provisions;

2) Procedure and payment terms of work;

3) Payment terms of work of the head of organization, it

deputies, chief accountant;

4) Other questions of compensation or final provisions.

6. Chapter "General provisions" may contain:

preamble with reference to the bases of the edition of the Approximate provision (for example, the order of the Government of the Russian Federation of August 5, 2008 N583 "About Introduction of New Wages Systems of Employees of Federal Budgetary Institutions and Federal State Bodies, and also Civil Personnel of Military Units, Organizations and Divisions of Federal Executive Bodies in Which the Law Provides the Military and Equated to It Service Which Compensation Is Performed on the basis of the Single Scale of Charges on Compensation of Employees of Federal State Institutions Now", the operating regulatory legal acts regulating features of compensation by the form of economic activity, regulatory legal acts of the Ministry of Health and Social Development of the Russian Federation, departmental regulatory legal acts);

the general description of the applied wages system and its basic elements;

the short characteristic of the wages system applied to separate employee categories.

7. Chapter may contain "Procedure and payment terms of work":

"The main payment terms of work";

"Compensation payments";

"The stimulating payments";

"Payment terms of work of separate employee categories".

7.1. "The main payment terms of work" include procedure for application and the sizes of the minimum salaries (rates) of workers on the basis of reference of the positions held by them to the corresponding professional qualification groups (further - PKG), the raising coefficients to salary on posts.

The minimum sizes of salaries (rates) of workers on the relevant PKG are recommended to be established taking into account requirements to professional training and skill level which are necessary for implementation of the related professional activity and not below the new wages systems of the tariff charges (salaries) installed on the basis of the Single scale of charges operating for introduction.

Then on the basis of calculations for amounts of the available budget financing adjustment of the specified sizes towards their increase can be made.

At the same time it is necessary to consider the Federal Law of June 24, 2008 N 91-FZ "About modification of article 1 of the Federal law "About the Minimum Wage" (The Russian Federation Code 2008, N 26, the Art. 3010), the establishing minimum wage since January 1, 2009 in the amount of 4330 rubles.

"The main payment terms of work" can include the recommended sizes of the raising coefficients to the minimum salaries (rates) on the relevant PKG (the raising coefficients to salary on posts).

The recommended sizes of the raising coefficients to minimum (rates) of salary on the relevant PKG (the raising coefficients to salary on posts) are calculated on the basis of implementation of differentiation of the standard positions included in the staff list of the budget institutions answering the authorized purpose of federal budgetary institutions and containing in appropriate sections of single wage rate book of works and professions of workers and the single job evaluation catalog of positions of heads, specialists and employees.

Differentiation of standard positions is performed on the basis of assessment of complexity of labor functions which accomplishment is provided in case of occupation of the corresponding position, by the corresponding profession or specialty.
