About measures for enhancement of management structure and the organization of service of medical labor examination

According to the Resolution of the President of the Republic of Uzbekistan of April 6, 2007 No. PP-616 "About measures for employment increase and enhancement of activities of bodies for work and social protection of the population" and for the purpose of further development of system of social protection of disabled people, the Cabinet of Ministers decides increases in efficiency of medico-social and rehabilitation services, enhancement of management structure by service of medical labor examination:

1. Approve:

Regulations on Republican inspection of medico-social examination of the Ministry of Health of the Republic of Uzbekistan according to appendix No. 1;

Regulations on medical labor commissions of experts according to appendix No. 2;

Paragraph fourth ceased to be valid;

The list of diseases in case of which the group of disability is established without specifying of term of re-examination, according to appendix No. 6.

2. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan:

in a month to bring structure and the controling mechanism service of medical labor examination into compliance with requirements of this resolution;

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to take measures for further strengthening of material and technical resources of medical labor commissions of experts and creation in them necessary conditions for work with disabled people;

organize carrying out in the procedure for certification established by the legislation on assignment (confirmation) of qualification category of doctors, the National center of rehabilitation and prosthetics of disabled people of the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan and the regional rehabilitation centers.

3. Recognize invalid:

Item 5 of changes which are made to decisions of the Government of the Republic of Uzbekistan, approved by the resolution of the Cabinet of Ministers of January 30, 1997 No. 56 (the joint venture of the Republic of Uzbekistan, 1997, No. 1, the Art. 3).

Regulations on Republican inspection of medico-social examination of the Ministry of Health of the Republic of Uzbekistan

I. General provisions

1. Republican inspection of medico-social examination of the Ministry of Health of the Republic of Uzbekistan (further - Inspection) is the structural division of the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan exercising public administration in the field of vrachebnotrudovy examination in the republic.

implementation of systems analysis of condition, dynamics of disability and the factors resulting in it on the basis of permanent studying of results of examinations, the medical documents submitted by lechebnoprofilaktichesky organizations and results of surveys of citizens;

participation in development of comprehensive programs in the field of prevention of disability, implementation of measures for social and employment rehabilitation and social protection of disabled people;

the organization of activities of the Qualification commission on selection and the recommendation to positions of medical experts of VTEK, rendering the methodical help to subordinated VTEK in questions of preparation, retraining and advanced training of specialists of VTEK.

6. According to the assigned tasks Inspection performs the following functions:

controls activities of VTEK;

provides provision to all citizens of equal opportunities for passing of survey by them for the purpose of recognition by the disabled person according to the legislation;

will organize determination of availability of restrictions of activity, extent of disability, the need for measures of social protection;

gives methodical help to VTEK concerning medical labor examination;

carries out systems analysis of condition and the reasons of disability, takes part in studying of the factors resulting in disability and makes offers on disability prevention in the Ministry of Health of the Republic of Uzbekistan;

creates databank about disability indicators, survey and re-examination of citizens;
