Dushanbe declaration of Chapters of state members of the Shanghai Cooperation Organization

Chapters of state members of the Shanghai Cooperation Organization (further - SCO or the Organization), having been going to Dushanbe, following the results of the Council of heads of states of discussion of international issues which took place within the meeting and situation in the region declare the following.

1. In the 21st century interdependence of the states sharply increased, safety and development become inseparable. Any of modern international problems has no solution by force, force factor role in global and regional policy objectively decreases.

The rate only on solution by force has no perspective, interferes with package deal of the local conflicts; comprehensive permission of the existing problems is possible only in case of complete accounting of interests of all parties, in case of their involvement into process of negotiations, but not isolation. Attempts to strengthen own safety to the detriment of safety of others do not promote preserving global safety and stability.

Participants of the Dushanbe meeting emphasize need of respect of historical and cultural traditions of each country and each people and efforts directed to preserving according to international law of unity of the state and its territorial integrity and also to encouragement of the relations of neighborliness between the people and their joint development.

2. Search of effective answers to the general challenges and threats having global character shall be performed on the basis of strict observance of the Charter of the UN and the universally recognized norms of international law, through combination of efforts of all countries, overcoming confrontational thinking, block policy and unipolarity, with use of opportunities of multilateral diplomacy.

State members of SCO consider that in modern conditions the international security shall be based on the principles of mutual trust, mutual advantage, equality and cooperation. Creation of global antiballistic missile system does not promote maintenance of strategic balance, international efforts on arms control and nuclear non-proliferation, enforcement of trust between the states and regional stability.

3. State members of SCO express deep concern in connection with recently arisen intensity around the South Ossetia question and call the relevant parties by dialogue peacefully to resolve the existing problems, to make efforts for conciliation and assistance to negotiations.

State members of SCO welcome approval on August 12, 2008 in Moscow of six principles of settlement of the conflict in South Ossetia and support active role of Russia in promoting peace and to cooperation in this region.

4. State members of SCO confirm the commitment of preventive diplomacy as to important means of effective solution of problems of safety and development, and also strengthening of key role of the UN in the field of the prevention of crises.

State members of SCO recognize that legitimate basis of conflict prevention are provisions of the Charter of the UN, the resolution of the Security Council and rule of international law, and the determining role in this sphere is played by UNSC on which the main responsibility for maintenance of international peace and safety is conferred.

Noting more and more active role and the increasing capacity of the regional organizations in the field of preventive diplomacy, state members of SCO support all-round development and enhancement of cooperation between the UN and regional structures according to Chapter VIII of the Charter of the UN.

5. State members of the Organization support broad international cooperation in the problem resolution of resource ensuring needs of mankind without damage to the environment, in goal achievement of global development, including overcoming technology gap between the countries and eradication of poverty on the basis of providing to all states of equal access to globalization benefits.

In the conditions of delay of growth of world economy carrying out responsible monetary policy, control of capital movements, ensuring food and energy security are of particular importance.

6. State members of SCO express satisfaction with the strengthened interaction in fight against terrorism, separatism and extremism within the Organization and intend to lift cooperation in the field of safety of state members to qualitatively new level, using possibilities of Regional anti-terrorist structure of SCO.

State members of SCO confirm commitment to strengthening of the central coordinating role of the UN in the organization of the international counteraction to terrorist threat, consecutive implementation of Global counterterrorist strategy of the UN, to the fastest completion of approval of the Comprehensive convention on the international terrorism.

State members of SCO are complete of determination to fight back attempts of ideological expansion of terrorism, are ready to interact closely in implementation of the resolution of 1624 UNSCs, and also in development of intercivilization and cross-cultural dialogue. At the same time it is important to rely also on the potential of civil society, business community, mass media and non-governmental organizations.

7. Heads of states emphasize importance of acceptance at the 62nd session of the United Nations General Assembly of the resolution 62/17 "Achievements in the field of informatization and telecommunications in the context of the international security" and express readiness to jointly promote accomplishment of recommendations of this document.

Heads of states note productive work within SCO on creation of international legal base and practical mechanisms of cooperation on ensuring the international information security.

8. Heads of states support deepening of interaction of SCO with the United Nations, and also with the Commonwealth of Independent States, the Association of Southeast Asian Nations, the Eurasian Economic Community, the Collective Security Treaty Organization, the Economic Cooperation Organization and the United Nations Economic and Social Commission for Asia and the Pacific on the basis of signed memoranda of understanding.

9. Heads of states emphasize importance of development of dialogue between state members of the Organization for effective and rational use of water and energy resources taking into account interest of the parties.

Special value will have combination of efforts on establishing close cooperation on industrial development of new power technologies, including in the context of fight against global climate changes. In this regard special attention is planned to be paid to development of general approaches of state members of SCO to overcoming negative effects of climatic changes and development of environmentally friendly power.

10. State members of SCO, confirming the commitment to fundamental documents and standards in the field of protection and promotion of human rights:

- promote the rights and fundamental freedoms of the person and the rights of ethnic minorities according to the international obligations and the national legal system;

- exchange experiment concerning accomplishment of international treaties on human rights;

- realize the available arrangements within multi-lateral and bilateral agreements in the humanitarian sphere;

- activate consultations and cooperation in the UN concerning human rights;

- support interaction of SCO with other regional organizations and integration associations for humanitarian cooperation and promotion of human rights.
