About recognition of the Republic of Abkhazia
1. Considering declaration of will of the Abkhazian people, to recognize the Republic of Abkhazia as the sovereign and independent state.
2. To the Ministry of Foreign Affairs of the Russian Federation to hold with the Abkhazian Side negotiations on establishment of diplomatic relations and the reached agreement to draw up the relevant documents.
3. Charge to the Ministry of Foreign Affairs of the Russian Federation to carry out with participation of the interested federal executive bodies negotiations with the Abkhazian Side on preparation of the draft agreement on friendship, cooperation and mutual aid and to provide in accordance with the established procedure the offer on its signing.
4. In connection with the address of the President of the Republic of Abkhazia to provide to the Ministry of Defence of the Russian Federation to the conclusion of the agreement mentioned in Item 3 of this Decree, implementation by the Armed Forces of the Russian Federation in the territory of the Republic of Abkhazia of functions on peacekeeping.
5. This Decree becomes effective from the date of its signing.
