For the purpose of realization of provisions of the Convention reviewing the Convention of 1958 on identity certificates of seamen (The convention N 185) ratified by the Federal Law "About Ratification of the Convention Reviewing the Convention of 1958 on Identity Certificates of Seamen (the Convention N 185)", the Government of the Russian Federation decides:

1. Approve enclosed:

Regulations on the identity certificate of the seaman;

Regulations on the seaworthy book;

sample of the form of the seaworthy book;

description of the form of the seaworthy book.

2. Determine that in case of certification of the identity of the seaman instead of the passport of the seaman the last is cancelled according to the procedure, established by the Ministry of Transport of the Russian Federation. The cancelled passport of the seaman returns to storage to its owner.

3. To the Ministry of Transport of the Russian Federation in coordination with the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, Federal Agency for Fishery, Federal Migration Service and Federal Security Service of the Russian Federation to approve the instruction about procedure for application of the Regulations on the identity certificate of the seaman.

4. Determine that the Federal Agency for Sea and Inland Water Transport provides accomplishment of the obligations following from participation of the Russian Federation in the Convention reviewing the Convention of 1958 on identity certificates of seamen (the Convention N 185).

5. Provide to Federal Agency for Sea and Inland Water Transport:

certification of the identity of the seaman and seaworthy books according to the provisions approved by this resolution since January 1, 2009;

round-the-clock functioning of the coordination center of system of registration, issue and control of identity certificates of the seaman.

6. To provide to the Ministry of Foreign Affairs of the Russian Federation according to international treaties of the Russian Federation informing foreign states on introduction in the Russian Federation the identity certificate of the seaman and the seaworthy book.

7. Recognize voided since January 1, 2014:

the order of the Government of the Russian Federation of December 1, 1997 N 1508 "About approval of the Regulations on the passport of the seaman" (The Russian Federation Code, 1997, N 49, the Art. 5598);

the order of the Government of the Russian Federation of July 8, 2002 N 508 "About modification of the Regulations on the passport of the seaman" (The Russian Federation Code, 2002, N 28, the Art. 2865);

Item 1 of the order of the Government of the Russian Federation of October 19, 2007 N 687 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2007, N 43, the Art. 5212).

8. Bring in the order of the Government of the Russian Federation of March 14, 1997 N 298 "About approval of samples and descriptions of forms of the main identity documents of the citizen of the Russian Federation outside the Russian Federation" (The Russian Federation Code, 1997, N 12, the Art. 1435) the following changes:

in paragraph one of Item 1 to exclude the words "and passports of the seaman (identity certificate of the seaman)";

exclude the appendix N 4;

to exclude the Section II of the appendix N 5.

9. Changes, stipulated in Item 8 these resolutions, become effective since January 1, 2014.

Regulations on the identity certificate of the seaman

1. This Provision determines procedure for registration, issue and application of identity certificates of the seaman.

2.
