About approval of Safety rules during the using, storage, transportation, chlorine transportation

(as of June 30, 2008)

According to the Law of the Republic of Belarus of January 10, 2000. "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138), the Law of the Republic of Belarus of June 6, 2001. "About transportation of dangerous goods" (2001, No. 56, 2/775) and for the purpose of ensuring safe operation of hazardous production facilities on which chlorine addresses the Ministry of Emergency Situations of the Republic of Belarus decides the national register of legal acts of the Republic of Belarus:

1. Approve the enclosed Safety rules during the using, storage, transportation, chlorine transportation.

2. To assign control of observance of Safety rules during the using, storage, transportation, transportation of chlorine to department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus.

Safety rules during the using, storage, transportation, chlorine transportation

Chapter 1. General provisions

1. These rules of safety during the using, storage, transportation, chlorine transportation (further - Rules) are developed according to the Law of the Republic of Belarus of January 10, 2000. "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138) also extend to again projectible, reconstructed and operational entities and the companies (further - the organizations) incorporating:

the objects connected with chlorine consumption, storage, filling and discharge of liquid chlorine, application of all types of container for chlorine;

the divisions performing transportation of chlorine through pipelines, and also transportation of liquid chlorine by vehicles.

2. These rules become effective since July 1, 2003.

3. These rules are obligatory for execution by the officials occupied with designing, construction, reconstruction, production, installation, adjustment, repair, testing and operation of the objects, the equipment and technical devices connected with chlorine use, its storage, transportation, transportation, filling and discharge.

4. The organizations performing works on designing, construction, operation, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facilities at which chlorine in quantity of 0,2 of t and more addresses to diagnosing of the technical devices connected using chlorine, preparation and retraining of personnel for these objects in not educational institutions and also the performing transportation and transportation of chlorine shall receive the corresponding licenses or permissions in the procedure established by the legislation of the Republic of Belarus.

5. All organizations to which action of these rules extends shall have:

the project documentation approved in accordance with the established procedure;

the production schedules conforming to requirements of existing rules and rules for industrial safety and approved in accordance with the established procedure;

passports of all types of processing equipment (including pipelines, fittings, safety devices, ventilating systems, instrumentations and automatic equipment (Instrumentation and automated control systems);

plan of localization and liquidation of emergencies;

work instructions, instructions for labor protection constituted according to production schedules and these rules and also other obligatory regulating technical documentation on safe operation according to the list which shall be approved by the head of the organization;

declaration of industrial safety.

6. Modification of the project documentation shall be previously approved with the organization - developer of the project and the Gospromnadzor.

7. During the designing, construction, reconstruction and operation of the explosion-fire-hazardous productions and objects specified in Item 1, along with these rules it is necessary to be guided by the operating regulatory legal acts, standards, regulations and rules on construction, labor protection, fire safety, environmental protection and other regulating technical documents.

Possibility of separate departures from requirements of these rules shall be agreed with the Gospromnadzor in case of the corresponding reasons and taking measures to production safety.

8. Observance of safety requirements is controlled by bodies of the state technical supervision at all stages of creation and operation of subjects to application, storage, transportation, chlorine transportation.

9. The productions and objects connected with chlorine use, constructed on projects of the foreign organizations based on the complete import equipment shall conform to requirements of these rules.

Drafts contract with the foreign organizations, specifications or design assignments of objects regarding conditions of application of foreign standards, safety rules and procedure for inspection, the admission of the equipment in operation shall be approved with the Gospromnadzor.

10. Specifications or design assignments and construction of the productions connected using chlorine in the territory of the Republic of Belarus shall be submitted to the Gospromnadzor for approval, and the project documentation developed on them shall pass in accordance with the established procedure the examination on compliance to requirements of industrial safety.

11. Designing and placement of productions and objects to which action of these rules extends shall be performed taking into account seismicity of the area, and also taking into account possible impact of other adverse natural factors.

12. The objects completed by construction connected using and chlorine storage, are accepted in operation according to the procedure, established by the legislation of the Republic of Belarus.

13. The personnel connected with operation of objects on which chlorine is used, stored, transported the personnel occupied with transportation and maintenance of the transported chlorine and also personnel of rescue services shall pass preliminary and periodic medical surveys according to the Procedure for performing obligatory medical examinations of workers approved by the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).

14. The procedure for briefing, training, examination concerning labor protection and the admission of personnel to the independent work connected with the works specified in Item 13 of these rules are determined by the legislation.

15. Investigation, accounting and the analysis of accidents, accidents, the incidents which took place during the using, storage, transportation, discharge filling of chlorine and other works connected with chlorine shall be made according to requirements of Rules of investigation and accounting of the labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 (The national register of legal acts of the Republic of Belarus, 2004, No. 8, 5/13691), Regulations on procedure for the technical investigation of the reasons of accidents and incidents on hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 28, 2000 No. 9 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3742), Instructions for technical investigation of the reasons and accounting of accidents and incidents, the dangerous goods which occurred in transit by rail on the territory of the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of February 13, 2003 No. 10 (The national register of legal acts of the Republic of Belarus, 2003, No. 32, 8/9234).

16. In case of emergency, health hazards and lives of workers and the population the employer shall inform via the warning system personnel of the organization and if necessary the population on the dangers, its nature taken and recommended measures of protection.

17. Heads of the organizations connected with use, storage, transportation, chlorine transportation shall provide:

safe operation of productions and objects according to the Law of the Republic of Belarus "About industrial safety of hazardous production facilities", regulations, requirements of these rules and other normative and technical documents;

training of production personnel and personnel of rescue divisions according to the prevention of accidents to actions in emergencies, on localization and the maximum decrease in weight of effects of accidents;

availability technical and appliances necessary for timely accomplishment of actions for localization of accidents and liquidation of emergencies.

18. Officials of the organizations bear the personal responsibility for violation of requirements of these rules according to the current legislation.

Depending on nature of violations and their effects officials bear disciplinary, administrative or criminal and other responsibility according to the legislation.

19. Workers in case of non-compliance by them with the safety requirements stated in instructions on safe methods of works depending on nature of violation bear responsibility according to the legislation.

20. The organizations listed in Item 1 of these rules sign service agreements with professional rescue services or create own professional rescue service.

21. For liquidation of emergencies with chlorine objects shall be equipped with organic means according to appendix 1.

Chapter 2. Processing equipment, truboprvvoda and armature

22. The capacity equipment working under pressure of chlorine vapors from above 0, with MPa (0,7 of kgf / kv.sm), shall conform to requirements of Rules for the Construction and Safe Operation of the vessels working under pressure, approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 27, 2005 No. 56 (The national register of legal acts of the Republic of Belarus, 2006, No. 25, 8/13868).

23. Designing of reservoirs for storage of liquid chlorine shall meet the requirements of the existing standards taking into account the following amendments:

settlement pressure of the vessels containing liquid chlorine shall be accepted by equal 1,6 of MPa (16 kgfs / kv.sm);
