Based on the Regulations on the Ministry of Trade of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1594 "Questions of the Ministry of Trade of the Republic of Belarus", the Ministry of Trade of the Republic of Belarus DECIDES:

Approve Industrial safety rules in the organizations of trade.

Industrial safety rules in the organizations of trade

Section I. General requirements

Chapter 1. Field of distribution and application

1. Industrial safety rules in the organizations of trade (further - Rules) extend to employers irrespective of their forms of business and patterns of ownership which are carrying out all work types connected with purchase and sale of goods and rendering trade services to buyers (further - the organizations of trade), and employees of the organizations of trade.

2. Ensuring labor protection of the workers occupied at the works connected with purchase and sale of goods and rendering trade services (further - services), is assigned to employers.

3. Rules act on the territory of the Republic of Belarus and establish single requirements for labor protection to workplaces and the organization of works in the organizations of trade.

4. The requirements containing in Rules are considered during the designing and application of production processes and trade processing equipment, designing and construction new, reconstruction and modernization of operational entities of trade.

Chapter 2. Dangerous and harmful production factors

5. In the organizations of trade the complex of adverse factors of the production circle (physical, chemical, psychophysiological factors) classified according to state standard (further - GOST) GOST 12.0.003-74 "Occupational safety standards system can influence the worker. Dangerous and harmful production factors. Classification", the approved resolution of the State committee of standards of Council of Ministers of the USSR of November 18, 1974 No. 2551.

6. Treat physical dangerous and harmful production factors:

moving machines and mechanisms, mobile parts of trade processing equipment, the moved goods, container;

the increased dust content of air of the working area; the increased or lowered air temperature of the working area, the surfaces of the equipment, goods;

the increased noise level on workplace;

the increased or lowered humidity of air;

the increased or lowered mobility of air;

the increased value of tension in electric chain which short circuit can happen through body of the person;

the increased level of static electricity;

the increased level of electromagnetic radiations;

absence or lack of natural light;

insufficient illumination of the working area;

the lowered contrast;

straight line and the reflected blestkost;

sharp edges, agnails and roughness on the surfaces of the tool, equipment, stock, goods, container;

arrangement of workplaces at considerable height concerning floor surface;

the raised gas contamination of air of working areas.

7. Chemical dangerous and harmful production factors are subdivided on nature of impact into human body on toxic, irritating, cancerogenic, sensibilizing, mutagen. Their impact is caused by the substances emitted by goods of household chemicals, leather accessories, carpet products, furniture goods, goods from plastics, footwear, textile and paint and varnish goods, perfumery and others, which are present at performance of works at the closed amounts (wells, doshnik and other reservoirs).

8. Psychophysiological dangerous and harmful production factors are subdivided into physical overworks, neuropsychological overloads (intellectual overstrain, overstrain of analyzers, monotony of work, emotional overloads).

Chapter 3. Engineering procedures

9. In case of provision of services engineering procedures will be organized according to GOST 12.3.002-75 "Occupational safety standards system. Production processes. General requirements of safety", the approved resolution of the State committee of standards of Council of Ministers of the USSR of April 25, 1975 No. 1064, health regulations and regulations the SanPiN 11-09-94 "Health regulations of production process and hygienic requirements to production equipment", approved as the Chief state health officer of the Republic of Belarus on January 27, 1994, and other regulatory legal acts, technical regulatory legal acts containing requirements to development, the organization and carrying out specific types of engineering procedures.

10. Safety of engineering procedures shall be ensured:

choice of safe trade engineering procedures (work types), acceptances and operating modes and procedure for servicing of production equipment and means of mechanization;

use of the rooms meeting relevant requirements of safety of workplaces;

application of safe production equipment;

rational placement of the capital and service equipment and organization of workplaces;

application of safe methods of storage and transportation of goods;

equipment of handling platforms and platforms of warehousing;

arrangement of the territories of the organizations of trade;

designation of danger areas of works;

holding actions for restriction of the manual operations and works connected with lifting and moving weights manually;

application of remedies of the workers corresponding to nature of manifestation of possible dangerous and harmful production factors;

implementation of technical and organizational measures for prevention of the fires and (or) explosions and on fire protection;

observance of the established internal labor schedule, production and technology discipline;

professional selection, training of workers, check of their knowledge and skills of labor safety;

inclusion of safety requirements of work in regulating, design and technology documentation, observance of these requirements, and also requirements and regulations on labor protection.

11. In technology documentation of the organizations of trade requirements of standards, regulations, rules for labor protection in which are provided are considered:

dangerous and harmful production factors, sources of their origin and maximum permissible values;

procedure for installation and renting of details, loadings and unloadings of the used equipment;

requirements pozharo-and explosion safety, safe operation and servicing of trade processing equipment and technical means.

12. As the measure excluding direct contact of workers with goods which can make on them harmful effects during the loading (unloading), placement them on storage and preparation for realization it is necessary to apply the collective and individual remedies, sanitary clothes provided by the corresponding rules and regulations, and also instructions for labor protection which are available in the organization for workers of separate professions (work types).

13. For decrease in impact on workers of harmful production factors follows:

follow storage precautions of goods (acids, solvents, acetone, dry inks and other similar goods shall be stored in the strong, densely closed container which is not allowing their spraying and evaporation);

follow rules of preparation of goods for sale and sales of goods;

apply means of mechanization in case of transportation of the cooled and frozen goods;

place the goods which are stored in refrigerating chambers in in advance determined places;

equip workplaces with ventilation (during the work with agricultural chemicals, goods of household chemicals and other hazardous substances).

14. On workers it is necessary for decrease in physical activity:

perform transferring of weights according to the established regulations;

take measures for mechanization of hard and laborious works, maintenance in good repair of the equipment, tools, devices and stock;

provide compliance of quantity and types of means of mechanization to commodity profile and amount of works;

implement process charts of cargo flows, provide the shortest routes for movement of goods and container from one workplace to another;

take measures for improvement of the layout, equipment and servicing of workplaces;

equip places of accomplishment of handling works as unloading stages, equalization rotary platforms, elevators, elevators, transitional bridges;

perform vertical transportation of goods and container by means of freight elevators;

apply auto-loaders, machines of the floor motor electrified transport (electric lift trucks, electrocarts), load trolleys. Provide joint use of the floor motor electrified transport and load trolleys.

15. For decrease in fatigue, prevention of incidence follows:

whenever possible to equip workplaces of sellers with chairs or folding seats for short-term rest. It is not allowed to use boxes and other accidental objects for these purposes. On floor between counter and the wall equipment there shall be operational wooden flooring for protection of legs from overcooling;

equip workplaces of controllers-cashiers, cashiers, stackers packers with chairs with armrests and the seat regulated on height.

16. For the purpose of decrease in neuroemotional intensity of work of workers in the organizations of trade the room of psychological unloading is equipped.

17. For control and management of engineering procedures on the lines consisting from several consistently established, at the same time working conveyors or conveyors in combination with other machines (the line for packaging of delicatessen, the line for completing of orders and other lines), drives of conveyors and all machines shall be blocked so that in case of sudden stop of any machine or the conveyor the previous machines and conveyors were automatically switched-off, and subsequent continued to work to complete descent from them the transported load.

18. In case of situations which can lead to accident or other undesirable effects on separate technology transactions and in production rooms it is necessary to provide the following methods of the notification:

with temperature of 0 °C and to equip refrigerating chambers below with system of the light-sound alarm system "The Person in the Camera", the signal from which shall arrive to the room with permanent round-the-clock watch;

to equip the equipment for heating and boiling with system of the light alarm system which warns about violation of its work;

the signaling devices warning about danger it is necessary to carry out and have so that their signals were well distinguishable and heard in production situation all persons to whom danger threatens.

19. The organizations incorporating the cooled rooms shall have and conduct as appropriate:

project (executive) documentation on refrigeration unit;

technical documentation of the organizations manufacturers on the equipment and devices used in the cooled rooms;

production schedules, the passport of ammoniac pipelines and the plan of localization of emergencies (further - PLAS) on ammoniac refrigeration unit;

operational passport of refrigeration unit;

operational documentation on building constructions of the cooled rooms (including isolation);

instructions on professions and work types in the cooled rooms;

documentation on carrying out repair work;

magazine (daily, operational) works of the compressor workshop (refrigeration unit);

documentation on carrying out engineering certification of devices and pipelines;

Rules for the Construction and Safe Operation of freon refrigeration units approved by the vice-chairman of State Agricultural Committee of the USSR on February 27, 1988 (further - Rules for the Construction and Safe Operation of freon refrigeration units), Industrial safety rules and safety of ammoniac refrigeration units approved by the order of the Ministry of Emergency Situations of the Republic of Belarus and the Ministry of Labour of the Republic of Belarus of December 29, 1997 No. 105/108;

these rules.

20. The cooled rooms shall be prepared for carrying out in them engineering procedures, including:

doors of rooms shall be densely adjusted, easy to open and have in necessary cases air veils, curtains, other devices for decrease in movement of warm and cold air through doorway;

the chamber refrigerating economy (air coolers, batteries, pipelines, instrumentations and automatic equipment, necessary systems of the alarm system about concentration of vapors of coolant in air and other equipment) shall be in serviceable and safe condition;
