About establishment of requirements to persons responsible for the organization and accomplishment of motor transportations, and approval of the Regulations on procedure for confirmation of professional competence of persons responsible for the organization and accomplishment of the international motor transportations, and also the drivers who are carrying out the international motor transportations of loads, and issues of appropriate certificates

According to articles 9 and 16 of the Law of the Republic of Belarus of August 14, 2007 "About road transport and motor transportations" the Council of Ministers of the Republic of Belarus DECIDES:

1. Determine that:

1.1. responsible for the organization and accomplishment of motor transportations person having the higher or secondary vocational education which is including studying of disciplines on transport activities in the field of road transport, or underwent retraining and (or) advanced training in the organization of education performing retraining and advanced training of persons responsible for the organization and accomplishment of motor transportations is designated;

1.2. provisions of subitem 1.1 of this Item do not extend to the individual entrepreneur who completed course on accomplishment of motor transportations according to the program approved by the Ministry of Transport and Communications (further - rate on accomplishment of motor transportations), in case of execution by the individual entrepreneur of obligations of person responsible for the organization and accomplishment of intra republican motor transportations;

1.3. person responsible for the organization and accomplishment of motor transportations shall improve the skills in the organization of education performing retraining and advanced training of persons responsible for the organization and accomplishment of motor transportations, at least once in five years.

In case of execution by the individual entrepreneur of obligations of person responsible for the organization and accomplishment of intra republican motor transportations, the certificate on the termination of rate by it on accomplishment of motor transportations really within five years from decision date about issue;

1.4. the form of the certificate on the termination of rate on accomplishment of motor transportations affirms the Ministry of Transport and Communications.

2. Approve the enclosed Regulations on procedure for confirmation of professional competence of persons responsible for the organization and accomplishment of the international motor transportations, and also the drivers who are carrying out the international motor transportations of loads, and issues of appropriate certificates.

3. To the Ministry of Transport and Communications in three-months time to take measures for implementation of this resolution.

4. This resolution becomes effective since July 1, 2008.
