Based on subitem 5.6 of Item 5 of the Regulations on the Ministry of Architecture of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 973, the Ministry of Architecture of the Republic of Belarus DECIDES:

1. Approve the Instruction for cost determination of construction of one meter of the square apartment house in basic and current price levels it (is applied).

2. This resolution becomes effective after its official publication.

The instruction for cost determination of construction of one meter of the square apartment house in basic and current price levels

Chapter 1. General provisions

1. This Instruction establishes procedure for cost determination of construction of one square meter of the apartment house in basic and current price levels.

2. For the purposes of this Instruction the following main terms and their determinations are used:

the built-in non-residential part of the house - the isolated space part of the house occupied with non-residential premises and located in volume of the house;

the built-in attached non-residential part of the house - the isolated space part of the house occupied with non-residential premises and having general designs with the house located as inside, and out of house amount;

residential part of the house - the isolated space part of the house occupied with premises with the auxiliary and utility rooms falling on them, intra house devices public;

change in value indexes (the prices, costs) in construction - the relation of cost indicators of the current (forecast) period to cost indicators of the basic period on resources, sets of resources or their separate calculation components, comparable on the nomenclature and structure;

non-residential part of the house - the isolated space part of the house occupied with the non-residential premises of public (social) assignment belonging to citizens non-residential premises for storage of vehicles and economic assignment (further - non-residential premises);

total area of the apartment (project) - the amount of the areas of living rooms, utility rooms, the fitted cupboards and its summer rooms, and also cold storage rooms;

total area of apartments (project) the apartment apartment house (residential part of the house) - the amount of total areas of apartments (project) houses (residential part of the house);

total area of non-residential part of the house - the amount of the areas of all floors (including technical, mansard, socle and basement) relating to non-residential part of the house;

total area of the one-apartment, including farmstead, and blocked apartment house - the amount of the areas of premises of the apartment (house) and total area of the utility rooms which are in the apartment (house);

the attached non-residential part of the house - the isolated space part of the house occupied with non-residential premises of public assignment and having general designs with the house located out of house amount;

cost in basic price level - the cost determined in accordance with the established procedure by estimate norms and the prices in estimate documentation;

cost in the current price level - the cost determined on the basis of the prices, rates created in accordance with the established procedure for settlement date (determinations) of cost;

the total structural volume of the apartment house (residential part of the house) - the amount of total structural volume is higher than mark + 0.000 (elevated part) and below this mark (underground part);

the total structural volume of non-residential part of the house - the amount of total structural volume is higher than mark + 0.000 (elevated part) and below this mark (underground part), the house relating to non-residential part.

3. For the purposes of this Instruction the following classification of the apartment houses by availability of the objects relating to the apartment house according to the project documentation on this house and located on one parcel of land provided for its construction is used:

3.1. apartment house;

3.2. the apartment house with non-residential part:

3.2.1. residential part of the house;

3.2.2. non-residential part of the house:

3.2.2.1. built-in;
