About creation of Interministerial committee on strategic planning

For the purpose of process improvement of strategic planning the Government DECIDES:

1. Create Interministerial committee on strategic planning.

2. Approve:

staff of Interministerial committee on strategic planning according to appendix No. 1;

Regulations on Interministerial committee on strategic planning according to appendix No. 2;

changes and additions which are made to some orders of the Government, according to appendix No. 3.

3. Determine that in case of release of members of Interministerial committee from post of their function as a part of Committee persons appointed to these positions without edition of other order of the Government will carry out.

4. Recognize invalid some orders of the Government according to  appendix No. 4.

Regulations on Interministerial committee on strategic planning

I. General provisions

1. This Provision establishes procedure for the organization and functioning of activities of Interministerial committee on strategic planning (further - Committee).

2. The committee is functional structure of general power, without the status of the legal entity, under the chairmanship of the Prime Minister which part members of the government and representatives the State office are.

3. The committee is created for the purpose of coordinating of the strategic planning process performed by the Government.

4. The committee coordinates and performs monitoring of activities for development and accomplishment of the national development strategy, the national development plan, the annual plan of actions of the Government, the budgetary forecast for the medium-term period and other documents public the politician, including connected with process of the European integration and coordinating of the external help. The committee performs monitoring of activities of other commissions, councils, committees or working groups (further - government committees) directly or indirectly participating in strategic planning.

5. The committee performs the activities according to the Constitution and the laws of the Republic of Moldova, presidential decrees of the Republic of Moldova, ordinances, resolutions and orders of the Government and the Prime Minister, and also requirements of this provision.

II. Main functions and tasks of Committee

6. Tasks of Committee consist in ensuring the integrated strategic planning process with the most effective correlation of the national priorities established in the main strategic documents of the Government with the politicians developed by industry central bodies of public management with the assumed international obligations and base of internal and external resources.

7. The committee performs the following main functions:

a) coordinates development and the politician of the national development strategy performs monitoring of accomplishment of the national development strategy and other strategic documents, including synchronization and compliance intersectoral and sectoral;

b) the politician for the medium-term period approves priorities public and the politician, the implemented industry central bodies of public management, and priorities of the Government provides compliance;

c) approves the list of investment projects of national value and coordinates monitoring of their promotion;

d) the politician from the point of view of ensuring their compliance, synergy and complementarity and in order to avoid duplication coordinates development by industry central bodies of public management intersectoral and sectoral;

e) performs monitoring of National coordination council on regional and local development, National coordination council on sustainable development and other government committees participating in strategic planning process;

f) provides permanent dialogue with the National commission on the European integration;

g) provides coordination developed the politician with the international obligations of the Government, in particular according to the Section of the European integration and the Agenda in the field of sustainable development for the period till 2030;

h) coordinates processes of nationalization, implementation, monitoring and assessment of sustainable development goals;

i) approves priorities and projects/program of the external help and provides their compliance to strategic priorities of development of the country;
