Rules of technical safety and labor protection in case of production of vypravitelny works on inland waterways

Chapter 1. General provisions

1. Rules of technical safety and labor protection in case of production of vypravitelny works on inland waterways (further Governed) establish requirements of technical safety and labor protection in case of production of vypravitelny works on inland waterways (further - vypravitelny works).

2. Requirements of these rules extend to the organizations of inland water transport occupied with production of vypravitelny works and performing project development and technological schemes of their production.

3. The employer shall provide with these rules each vypravitelny crew and the officials responsible for production of vypravitelny works.

4. In case of production of vypravitelny works requirements of Cross-industry rules for labor protection when carrying out the handling works approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 12, 2005 No. 173 shall be observed (The national register of legal acts of the Republic of Belarus, 2006, No. 10, 8/13658), Safety rules of work in case of production of dredging works and servicing of special mechanisms and devices on the dredging shells approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus of June 30, 2003 No. 29 (The national register of legal acts of the Republic of Belarus, 2003, No. 81, 8/9783), these rules, and also rules of technical operation of reloading machines of the river ports, other regulatory legal acts and technical regulatory legal acts containing requirements of labor protection.

5. The workers occupied with production of vypravitelny works shall be able to float, row and steer the rowboat, to know methods of rescue of drowning, to be able to give first aid in case of accidents, to know the sound signals applied in courts.

6. The workers occupied with production of vypravitelny works prior to performance of works shall be trained to safe methods and working methods, instructing, training, examination concerning labor protection and obligatory medical examination about suitability to this work.

Training, instructing and examination of the workers occupied on production of vypravitelny works are performed according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).

7. Issue to the workers occupied on production of vypravitelny works of individual protection equipment is made according to Rules of providing workers with the individual protection equipment approved by the resolution of the Ministry of Labour of the Republic of Belarus of May 28, 1999 No. 67 (The national register of legal acts of the Republic of Belarus, 1999, No. 54, 8/527).
