About the prevention of disability and rehabilitation of disabled people

This Law is directed to determination of legal and organizational basis of the prevention of disability and rehabilitation of disabled people for the purpose of prevention of cases of emergence of disability, improvement of quality of life of disabled people, their social adaptation and integration into society, and also recoveries or compensations of the broken or lost functions of organism and the available restrictions of activity of disabled people according to their interests and potential opportunities.

Chapter 1. General provisions

Article 1. The main terms used in this Law and their determinations

For the purposes of this Law the following main terms and their determinations are used:

adaptation of the disabled person - complex of the actions directed to achievement of the self-service by the disabled person of level sufficient for its independent accommodation, labor and other activity;

activity - capability of human body to perform daily activities by method and in limits, regular for the person;

the disabled person - person with steady physical, mental, intellectual or touch violations which in case of interaction interfere with various barriers with complete and effective participation it in life of society on an equal basis with others;

disability - the social insufficiency caused by violation of health (disease, including anatomic defect, injury) with the permanent disorder of functions of organism leading to restriction of activity of the person and need of social protection;

the individual program of rehabilitation of the disabled person - the document determining complex of rehabilitation actions, specific types and terms of carrying out rehabilitation of the disabled person and also contractors, responsible for its carrying out;

medical rehabilitation of disabled people - complex of the actions directed to restoration of vital activity of the person and compensation of its functionality broken owing to the postponed diseases;

activity restriction - complete or partial loss by person of capability or opportunity to perform self-service, to independently move, be guided, communicate, to control the behavior, to study and be engaged in labor activity which results in impossibility to carry out daily activities by method and in amount, regular for the person, erects barriers in the environment of its dwelling and results in social insufficiency;

the prevention of disability - system of the social, medical, hygienic, pedagogical, professional and other measures directed to reduction of frequency and weight of disability;

employment rehabilitation of disabled people - the complex of the actions directed to complete or partial recovery of working capacity, including professional orientation, professional training, retraining and advanced training of disabled people;

rehabilitation of disabled people - system of the measures directed to assistance to disabled people in achievement by them optimum physical, intellectual and social the activity levels, and also their maintenance by means of provision of necessary means, services, information and the different ways providing improvement of quality of life and expansion of framework of their independence, consisting of medical, employment, labor and social resettlement;

social resettlement of disabled people - complex of the actions directed to improvement of quality of life of disabled people by means of creation by it of conditions for independent accommodation and integration into society;

labor rehabilitation of disabled people - the complex of the actions aimed at providing to disabled people of possibility of obtaining and (or) preserving the work suitable for them, including adaptation to labor activity and employment of disabled people.
