About the prevention of disability and rehabilitation of disabled people

This Law is directed to determination of legal and organizational basis of the prevention of disability and rehabilitation of disabled people for the purpose of prevention of cases of emergence of disability, improvement of quality of life of disabled people, their social adaptation and integration into society, and also recoveries or compensations of the broken or lost functions of organism and the available restrictions of life activity of disabled people according to their interests and potential opportunities.

Chapter 1. General provisions

Article 1. The main terms used in this Law and their determinations

For the purposes of this Law the following main terms and their determinations are used:

adaptation of the disabled person - complex of the actions directed to achievement of the self-service by the disabled person of level sufficient for its independent accommodation, labor and other activity;

life activity - capability of human body to perform daily activities by method and in limits, regular for the person;

the disabled person - person with steady physical, mental, intellectual or touch violations which in case of interaction interfere with different barriers with complete and effective participation it in life of society on an equal basis with others;

disability - the social insufficiency caused by violation of health (disease, including anatomic defect, injury) with the permanent disorder of functions of organism leading to restriction of life activity of the person and need of social protection;
