About rational use of natural gas

For the purpose of realization of the tasks set in the National program of the President of Turkmenistan Saparmurat Turkmenbasha "The strategy of social and economic transformations in Turkmenistan for the period till 2010" on further growth in prosperity of the population in the 21st century - the Golden Age of the Turkmen people, the guaranteed free providing consumers with the natural gas which is one of the main national wealth of Turkmenistan, and also the complex solution of questions on accomplishment of contractual supply of natural gas to consumers and its rational use I decide:

1. Approve and enact since May 1, 2001 enclosed:

Rules of supply of gas to the population of Turkmenistan;

Instructions for use gas companies and organizations of Turkmenistan.

2. To the ministries, departments, the companies and the organizations, irrespective of patterns of ownership:

till July 1, 2001 to develop regulations of specific consumption of natural gas per unit of products and in coordination with the State trade corporation "Turkmenneftegaz" to submit them for approval in the Ministry of Economics and finance of Turkmenistan;

provide till September 1, 2001 delivery and installation of metering devices of gas and gas burner devices with devices of automatic equipment of safety and regulation of processes of burning of natural gas at jurisdictional enterprises at the expense of their own means;

since September 1 not to allow use of natural gas on the gas-using equipment which is not conforming to requirements of rational and economical use of gas and also for the purposes which are not equitable to interests of the state and economy of Turkmenistan.

3. State trade corporation "Turkmenneftegaz":

on the basis of approved by the Ministry of Economics and finance of Turkmenistan of regulations of specific consumption of natural gas per unit of products and annual production programs represented by the ministries, departments, the companies and the organizations to develop annual limits of leave of natural gas to the companies of the industry, transport and the utility sphere, and also other companies, irrespective of patterns of ownership and types of economic activity, and till September 1 of the year preceding planned, to submit them for approval in the Cabinet of Ministers of Turkmenistan;

to consumers over the set annual limits to perform supply of natural gas according to the procedure of payments provided in Instructions for use by gas the companies and the organizations of Turkmenistan;

to the population over the set limit of free gas consumption to perform supply of natural gas at the prices approved by the Ministry of Economics and finance of Turkmenistan;

allow supply of natural gas on certified or samodelno the manufactured gas-using devices and the equipment.

4. Assign the state supervision of rational use of natural gas in Turkmenistan to the State trade corporation "Turkmenneftegaz" and the Main public service of Turkmenstandartlara according to the directions them activities.

Rules of supply of gas to the population of Turkmenistan

General provisions

1. These rules regulate relations between the companies of gas economy and the population of Turkmenistan (the consumer is referred to as).

4. In these rules the following terms and determinations are accepted:

"consumer" - physical person, including the person who is engaged in business activity without formation of legal entity, using gas on economic domestic needs;

"the companies of gas economy" - the specialized velayatsky, city, etrapsky, mezhetrapsky and rural organizations responsible for the development and safe operation of gas supply systems in Turkmenistan realizing gas to consumers and rendering services in servicing of household gas appliances and devices;
