According to the Laws of Ukraine "About Public service of special communication and information security of Ukraine", "About the Basic principles of development of information society in Ukraine for 2007-2015", resolutions of the Cabinet of Ministers of Ukraine of 24.06.2006 No. 868 "About approval of the Regulations on Administration of Public service of special communication and information security" and of 16.11.2002 No. 1772 "About approval of the Order of interaction of executive bodies concerning protection of the state information resources in information and electronic communication systems" PRIKAZYVAYU:

1. Approve the Procedure for coordination of activities of public authorities, local government bodies, military forming, the companies, organizations and organizations irrespective of patterns of ownership for prevention, identification and elimination of consequences of unauthorized actions of rather state information resources in information, telecommunication and information and telecommunication systems which is applied.

2. To impose control of execution of this order on the vice-chairman of Gosspetssvyaz of the colonel of Gosspetssvyaz Frolov O. V.

Procedure for coordination of activities of public authorities, local government bodies, military forming, the companies, organizations and organizations irrespective of patterns of ownership for prevention, identification and elimination of consequences of unauthorized actions of rather state information resources in information, electronic communication and information and communication systems

1. This Procedure determines the mechanism of coordination of activities of public authorities, local government bodies, military forming, the companies, organizations and organizations irrespective of patterns of ownership (further - subjects of coordination) by the questions connected with prevention of making of violations of safety of information in information, electronic communication and information and communication systems (further - IKS), identification and elimination of consequences of other unauthorized actions of rather state information resources in IKS.

The purpose of this Procedure is the organization of coordination of activities for questions of prevention of making of violations of safety of information in IKS, identification and elimination of consequences of other unauthorized actions of rather state information resources in IKS, and also implementation of the single procedure of provision by subjects of coordination of information on making and/or attempts of making of unauthorized actions of rather state information resources in IKS.

2. Terms which are used in this Procedure have the following value:

the administrator of safety of IKS - the official of the subject of coordination who is responsible for observance of security policy of information in IKS of appropriate subject of coordination;

unauthorized actions - access or attempt of such access to the state information resources to IKS without respectively drawn up by the owner or person of permission authorized by it, virus defeat, making of other actions which can lead to violation of integrity, availability and confidentiality of these resources;

The coordinator - authorized structural division of Administration of Public service of special communication and information security of Ukraine.

Other terms in this Procedure are used in the value given in the Laws of Ukraine "About information", "About information security in information and communication systems", "About Public service of special communication and information security of Ukraine".

3. Subjects of coordination in case of identification of attempt of making and/or making of unauthorized actions take measures relatively:

blockings, elimination or localization of their negative consequences by own forces according to the Law of Ukraine "About information security in information and communication systems" and other regulatory legal acts in the sphere of technical information security;

informing the Coordinator urgent (within a day) on unauthorized actions for what the administrator of safety of IKS or person fulfilling its duties sends the corresponding electronic message which sample is given in appendix 1 to e-mail postal addresses of the Coordinator;

preserving (fixing) signs of unauthorized actions, including on material data carriers;

protection of the state information resources according to the recommendations provided by the Coordinator to the administrator of safety of IKS by e-mail, phone, the fax or in a different way;

posylaniye in Administration of Public service of special communication and information security of Ukraine of the written message which sample is given in appendix 2, confirming the sent earlier electronic message within 7 (seven) working days from the moment of identification of the fact of unauthorized actions;

providing in case of need physical access for employees of the Coordinator to IKS for accomplishment of actions concerning blocking and localization of negative consequences of unauthorized actions and recovery of working capacity of IKS.

4. The coordinator during accomplishment of the tasks assigned to it:

interacts with public authorities, suppliers of electronic communication networks and/or services, organizations, the companies and the organizations of all patterns of ownership of Ukraine;

for the organization of timely exchange of information about unauthorized actions uses the www.cert.gov.ua web page and e-mail postal addresses of cert@cert.gov.ua and cert@dsszzi.gov.ua;

performs international cooperation on the questions which are within the competence of Gosspetssvyaz;

for the purpose of timely prevention and the termination of crimes in the sphere of use of electronic computers (computers), systems and computer networks takes measures of rather timely informing law enforcement agencies of Ukraine on the koordination revealed by subjects unauthorized actions.
