Labor functions (job responsibilities) and the rights of employees of security service of work are stated taking into account that responsibility for condition of conditions and labor protection at the company is assigned to the employer, and employees of the company shall respect the rules, rules and instructions for labor protection, it is correct to apply collective and individual remedies.
On the basis of these Recommendations at the companies the regulations on labor protection considering specifics of patterns of ownership and economic activity of the company can be developed.
1.1. The security service of work will be organized as separate structural division of the company with direct subordination to the employer.
1.2. Persons having qualification of the engineer, as a rule, can be appointed to position of the safety engineer. The persons having the higher education, but who did not undergo special training in the sphere of labor protection before execution of job responsibilities by them shall go by enterprise assets for training in the highest educational institutions on faculties on retraining of personnel with qualification assignment - "safety engineer".
The employer is recommended to organize for employees of security service of work systematic advanced training at least once in 3 years.
1.3. The security service of work performs the activities in interaction with other services of the company, the commissions on labor protection, authorized (confidential) persons on labor protection of labor unions or labor collective, and also with state bodies labor protection, control of labor protection.
1.4. Employees of security service of work in the activities are guided by legislative and other regulatory legal acts on labor protection of the Azerbaijan Republic, the Section on labor protection of the collective agreement and other regulating documentation of the company.
The main objectives of security service of work are:
2.1. The organization and coordination of work on labor protection at the company.
2.2. Control of observance of legislative and other regulatory legal acts on labor protection by employees of the company.
2.3. Preparation and the organization of implementation of preventive actions for accident prevention on production, occupational diseases and to improvement of working conditions.
2.4. Consultation of the employer and workers concerning labor protection.
For accomplishment of objectives the following functions shall be assigned to security service of work:
3.1. Detection of dangerous and harmful production factors on workplaces.
3.2. Carrying out analysis of condition and reasons of labor accidents, occupational diseases.
3.3. Assistance of the company to divisions in the organization of measurements of parameters of dangerous and harmful production factors, certifications and certifications of workplaces and production equipment on compliance to requirements of labor protection.
3.4. Informing workers on behalf of the employer about condition of working conditions on workplace, about the reasons and possible terms of approach of occupational diseases, and also about the taken measures for protection against dangerous and harmful production factors.
3.5. Participation in preparation of documents for indemnification payment to the workers who sustained labor injuries as a result of labor accident or occupational disease.
3.6. Carrying out together with the relevant divisions of the company and with participation of authorized (confidential) persons on labor protection of labor unions or labor collective of checks or participation in checks of technical condition of buildings, constructions, the equipment, machines and mechanisms, compliance to their standards, regulatory legal acts on labor protection, efficiency of ventilating systems, conditions of providing workers with sanitary devices, means of collective and individual protection of workers.
3.7. Preparation together with division managers and other services of the company of actions for accident prevention on production and occupational diseases, on improvement of working conditions and finishing them to requirements of regulatory legal acts for labor protection, and also rendering the organizational help with accomplishment of the planned actions.
3.8. Participation in creation of the Section "Labor protection" of the collective agreement of the company.
3.9. Coordination of the project documentation developed at the company for the purpose of observance in it of requirements for labor protection.
3.10. Participation in work of the commissions on acceptance for operation of the subjects to production appointment finished with construction or reconstructed, and also in work of the commissions on acceptance from repair of installations, aggregates, machines and other equipment regarding observance of requirements of regulatory legal acts for labor protection.
3.11. Assistance to division managers of the company in creation of lists of professions and positions according to which workers shall undergo obligatory preliminary (in case of revenues to work) and periodic (during labor activity) medical examinations and also lists of professions and positions according to which based on the current legislation compensations and privileges for heavy, harmful or dangerous working conditions are provided to workers.
