About approval of the Regulations on National flag of Turkmenistan

For the purpose of implementation of the Law of Turkmenistan "About National flag of Turkmenistan" and giving of the high international status to symbol of independence and neutrality of the state, unity of the Turkmen people - to National flag of Turkmenistan I decide:

1. Approve the enclosed Regulations on National flag of Turkmenistan.

2. Enact Regulations on National flag of Turkmenistan since February 19, 2000.

Regulations on National flag of Turkmenistan

1. This Provision establishes requirements to color, material, the image and the sizes (appendices No. 1 and 2) of National flag of Turkmenistan * and time, the place and procedure for holding ceremony of raising and descent (prispusk) of the Flag regulates.

2. The panel of the Flag of the primary green color with vertical red and claret strip on which five national gels are represented, white half moons and five stars can be made according to standards of the following types of fabrics:

a) nylon (100%);

b) polyester (100%);

c) silk (50%) and wool (50%);

d) silk (50%) and nylon or polyester (50%).

The flags made of the fabrics specified in subitems "v" and "g" are intended for particular cases.

Requirements imposed to the fabrics and materials used in case of production of the Flag are determined in state standard. The flag shall have the certificate of conformity.

3. The following parameters of flowers of the Flag according to the special Atlas (catalog) of colors for the textile industry are set

- PANTONE TEXTILE, 1992:

green color - on 16 - 6240 TR;

red color - on 17 - 1654 TR;

yellow color - on 14 - 0955 TR;

black color - on 19 - 4205 TR.

4. Use of the Flag can be performed before preserving proper type by it.

5. Raising the flag time in days of national holidays in places where it is provided by the Law, - 8 hours of OO mines, descent time - 21 hour of OO min.

The flag can be lowered in very windy weather when from wind it can be torn.

6. The colors shall be hoisted in all places specified in the Law: On January 1, on February 19, on March 8, on March 21, on May 9, on May 18, in days of celebration of Oraza-bayrama and Eid al-Adha, on October 27-28 and on December 12.

7. The flag shall be lowered a little on buildings where it is hung out, in memorable days - on January 12 and on October 6.

8. The colors are hoisted on the buildings listed in paragraphs the second, the third, fourth and fifth article 3 of the Law of Turkmenistan "About National flag of Turkmenistan" and on apartment houses on the flagstaffs established on buildings and houses or are located in holders on facades of buildings so that the lower part of the Flag was at height of at least 2,5 of meter from the earth.

9. The colors are not hoisted on buildings in which capital repairs are made, being in critical condition, or on buildings at which the facade, and also in other cases on specifying of bodies of the local executive authority and local self-government is repaired.

10. Responsibility for the Flag raising on buildings of the companies, organizations and organizations with observance of the requirements stated in the Law of Turkmenistan "About National flag of Turkmenistan" and this Provision, is assigned to heads of these companies, organizations and organizations, and on apartment houses - to heads of housing and operational bodies and owners of houses in whose property these are at home.

11. The flag in the courts specified in paragraph six of article 3 of the Law of Turkmenistan "About National flag of Turkmenistan" rises on top of nasal or alarm mast.

12. Use of the Flag with the crumpled, faded, zaplatanny, unstitched, fragmentary panel and other defects is forbidden.
