According to article 12 of the Law of Ukraine "About government assistance to families with children", Items 13 and 52 of the Procedure for the appointment and payment of government assistance to families with children approved by the resolution of the Cabinet of Ministers of Ukraine of 27.12.2001 No. 1751, and for the purpose of settlement of payment of the help in case of the child's birth in case of its device in children's institution (children's home) on complete state content of PRIKAZYVAYEM:

1. Approve the Payment procedure of government assistance in case of the child's birth in case of its device in children's institution (children's home) on complete state content which is applied.

2. Consider invalid orders of the Ministry of Labour and Social Policy of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Health of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Ukraine for family, youth and sport of 14.12.2005 No. 415/869/710/719/3239 "About approval of the Payment procedure of government assistance in case of the child's birth in case of its device in children's institution (children's home) on complete state content",  No. 240/599/409/486/2173 registered in the Ministry of Justice of Ukraine 03.02.2006 for No. 92/11966, and of 27.06.2006 "About modification of the Payment procedure of government assistance in case of the child's birth in case of its device in children's institution (children's home) on complete state content", registered in the Ministry of Justice of Ukraine 07.07.2006 for No. 814/12688.

3. To department of the state social protection of the population to register this order in the Ministry of Justice of Ukraine.

4. To impose control of execution of this order on deputy ministers according to distribution of obligations.

Payment procedure of government assistance in case of the child's birth in case of its device in children's institution (children's home) on complete state content

I. General provisions

1.1. Action of this Procedure extends to cases of the device of the child for content and education in children's institution (children's home) of general and specialized type (further - children's home) which is financed by budgetary funds if the help in case of the birth of the child was not paid on this child earlier or was paid partially.

1.2. The child's device in children's home on complete state content can take place in case:

death of lonely mother, both parents, adoptive parents (adoptive father), guardian;

if parents are deprived of the parent rights, bezvest absent or incapacitated are acknowledged;

if parents left the child in maternity hospital, other institution of health care;

leaving of the child by parents in maternity hospital or other institution of health care if he has essential shortcomings of physical and (or) mental development, and also in the presence of other circumstances having essential value;

if children aged up to one year were thrown or found and parents are not established;

confiscations of the child at the receiver of the help without deprivation of the parent rights;

the temporary device of the child on complete state content according to the statement of parents.

1.3. The age of children who were thrown or found is established by health care institutions.

1.4. The help in case of the child's birth in case of its device in children's home on complete state content is paid by transfer to the supplementary (deposit) account of the child opened in organization of authorized bank (daleebankovsky organization).

1.5. The help in case of the child's birth to children who were arranged on complete state content is appointed and transfered to account the child based on the appeal of administration of children's home.

The administration of children's home shall address to bodies of work and social protection of the population within ten days from the moment of the child's device in institution, but no later than twelve months since the birth of the child.

1.6. The help in case of the child's birth in case of its device in children's home on complete state content is appointed and transfered to account the child in the amount of, determined by Item 13 of the Procedure for the appointment and payment of government assistance to families with children approved by the resolution of the Cabinet of Ministers of Ukraine of December 27, 2001 No. 1751.

If the help in case of the birth of the child was already appointed by the time of the child's device in child care facility (children's home) to complete state content, payment of the help continues before the termination of term of its payment by transfer of the help into the supplementary (deposit) account of the child opened in bank institution.

1.7. Authorized banks are determined according to the procedure, established by the legislation.

II. Procedure for document creation and payment of the help in case of the child's birth

2.1. For appointment and payment of the help in case of the birth of the child the following documents are filed:

- statement of administration of children's home;

- copy of the certificate of birth of the child.
