1. Approve the enclosed Instruction about procedure for order placement on delivery of military products for needs of the state bodies having military forming and paramilitary organizations of the Republic of Belarus.

The instruction about procedure for order placement on delivery of military products for needs of the state bodies having military forming and paramilitary organizations of the Republic of Belarus (further - the Instruction), determines procedure for order placement on delivery of military products for needs of the Ministry of Internal Affairs of the Republic of Belarus, the Ministry of Emergency Situations of the Republic of Belarus, Committee for State Security of the Republic of Belarus and the State boundary committee of the Republic of Belarus (further military forming and paramilitary organizations) from gosudarstvchlen of the Collective Security Treaty Organization (further - the CSTO) according to the Agreement on the basic principles of military and technical cooperation between the State Parties of the Agreement on collective security of May 15, 1992 (further - the Agreement) and control of its target use.
2. For the purposes of this Instruction the following main terms and their determinations are applied:
military products - arms, military equipment, other military property, works and military services, results of intellectual activities, including exclusive rights on them (intellectual property), and scientific and technical information of military, military and technical and applied nature;
the customer - the republican state bodies, the organizations of the Republic of Belarus performing military and technical cooperation and acquiring military products from state members of the CSTO for needs of military forming and paramilitary organizations;
the supplier - the subject of military and technical cooperation delivering military products to the Republic of Belarus according to the Agreement.
3. For order placement on delivery of military products for needs of military forming and paramilitary organizations the customer submits to the State military-industrial committee of the Republic of Belarus (further - Goskomvoyenprom) the application in form according to appendix signed by the head of the customer and certified by seal with appendix of the following documents:
agreements (draft agreements) on delivery of military products;
letter obligation of the customer of military products on its target use;
the draft of the resolution of Council of Ministers of the Republic of Belarus on provision of guarantees for the Government of the Republic of Belarus on payment of compensations according to the agreements signed by the customer;
