The Azerbaijan Republic, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan which are hereinafter referred to as the Party

being the parties of the Memorandum of understanding, cooperation in the field of control of illegal production, turnover, abuse of drugs, psychotropic substances and precursors of May 4, 1996,

understanding need of protection of life and health of the people, and also safety and other fundamental interests of the states from serious effects of drug trafficking, psychotropic substances and their precursors and the related crime (further - drug trafficking),

being deeply concerned about growth of drug trafficking and aggravation of the problems connected with abuse of them

being guided by the conventional principles and rules of international law and legislations of the Parties,

on the basis of mutual respect of sovereignty, independence, territorial integrity of the states and non-interference to internal affairs of each other,

recognizing importance of strengthening international cooperation in fight against drug trafficking and control of their precursors,

proceeding from the purposes of the Single convention on drugs of 1961, the Protocol of 1972 on amendments to the Single convention on drugs of 1961, the Convention on psychotropic substances of 1971 and the Convention of the United Nations on fight against illicit trafficking in drugs and psychotropic substances of 1988, other relevant resolutions and documents of the United Nations,

agreed as follows:

1. General provisions

Article 1

For the purposes of this agreement following concepts mean:

TsARIKTs - The Central Asian regional information coordination center on fight against drug trafficking, psychotropic substances and their precursors (further - the Center);

the directing state - the Party directing the representative for work in the Center;

state of stay - The party in the territory of which there is Center;

competent authorities - competent authorities of the Parties as which implementation of counteraction to drug trafficking enters;

the competent international organization - the international organization as which the questions connected with counteraction to drug trafficking enter;

Council - Council of national coordinators of the Parties;

management of the Center - the director, deputies/deputy directors;

the official - the representative of competent authority directed by the Party for work in the Center and appointed to the corresponding established post;

the financial controller - the official of the Center providing control of all financial transactions of the Center;

the worker - the salaried employee of the Center performing administrative and technical supply of activities of the Center;

personnel of the Center - officials and employees of the Center;

the plenipotentiary (the officer of communication) - the representative of competent authority of the Party consisting in personnel of this competent authority and sent to the Center for implementation of communication between competent authorities of the Parties and the Center;

family members - the spouse (spouse), minor children and persons which are dependent on officials and plenipotentiaries and who are constantly living with them;

agents of the parties are the heads of delegations, their deputies, delegates, advisers, technical experts and secretaries of delegations directed by the Parties to meetings and events held by the Center;

the national coordinating authority - the body appointed by the Party for coordination of interaction and exchange of information between the Center and national competent and other state bodies of the Parties;

information with limited access - classified and confidential information;

the classified information - the data expressed in any form, protected according to the legislation of the state of each of the Parties, the transferred (received) according to the procedure implementation of this agreement and also formed in the course of cooperation of the Parties which unauthorized distribution can cause damage to safety or interests of the Parties;

confidential information - information, access to which is limited according to the legislation of the Parties;

operational information - data of operational search nature in the field of fight against drug trafficking;

other information - data of help, analytical, statistical and other property in the field of fight against drug trafficking;

exchange of information - obtaining and provision of information by the Parties, the Center and the third parties;

TSBD TSARIKTS - centralized databank TsARIKTs;

the observer - the state, the competent international organization which are not the Party of this agreement to which the status of the observer at the Center is provided;

the third party - the state, the competent international organization which are not the Agreement party and not having the status of the observer at the Center;

premises of the Center - buildings or parts of buildings used for the purposes of the Center regardless of form and accessory of the property right to them including the parcel of land servicing these buildings or parts of buildings.

Article 2

1. The present of the Party establish the Central Asian regional information coordination center on fight against drug trafficking, psychotropic substances and their precursors. The center is in the city of Almaty of the Republic of Kazakhstan.

2. Conditions of finding of the Center (in the city, the state) are determined by the free standing agreement between the Government of the state of stay and the Center.
