proceeding from the fact that mutual economic interests of both states are caused by historically developed production, economic and technical bonds of many industries of economy, objective need of their preserving and further development on mutually advantageous and equal basis
taking single position on many urgent joint problems,
participating in such international organizations as the UN, OSCE, SCO, SVMDA, EurAsEC, the CSTO, the CIS,
recognizing need of development of the bilateral economic relations,
in view of:
The treaty of friendship, cooperation and mutual aid between the Russian Federation and the Republic of Kazakhstan of May 25, 1992;
The mutual Russian-Kazakhstan (Almaatinskaya) Declaration of April 27, 1996;
The declaration between the Russian Federation and the Republic of Kazakhstan on eternal friendship and the alliance oriented in the XXI century of July 6, 1998;
The joint statement of the President of the Russian Federation and the President of the Republic of Kazakhstan of July 6, 1998;
The joint action plan of Russia and Kazakhstan for 2007 - 2008 years,
came to mutual understanding as follows:
This Program is developed for the purpose of ensuring implementation by the Parties of the approved package of measures for development of mutually advantageous commercial ties, achievement of significant progress in production cooperation of the companies of the leading industries of economy of two countries, growth on this basis of mutual goods turnover.
Main objective of this Program is increase in level of living of the population of two states.
For realization of this purpose of the Party will solve the following problems:
ensuring stable development of the economic cooperation directed to economic recovery of both states;
further development of trade and economic relations on equal and mutually advantageous conditions;
elimination of barriers in mutual trade;
interaction in implementation of institutional transformations, providing equal opportunities and guarantees for all business entities, creation of conditions for fair competition;
creation of incentives for increase in production, investments of investments into its development, implementations of the latest developments of science and advanced technologies, improvement of quality and competitiveness of products;
creation of system of the state support of the priority directions of development of interstate and interregional cooperation;
forming of target interstate projects and programs of economic cooperation;
preserving and development of labor and intellectual potential;
creation of systems of support of mutually advantageous and effective use of the available infrastructure in the field of transport communications and communication and its further development.
The parties will promote implementation of program actions for the following directions in different spheres of activity:
cross-industry cooperation in the field of fuel and energy and agro-industrial complexes, metallurgy, mechanical engineering, the chemical, medical, woodworking industry and other industries of processing industry, and also transport and mail service;
development and implementation of interstate (joint) projects and programs;
the solution of joint problems in the field of training of highly qualified personnel for different industries, exchange of specialists, scientists, graduate students, trainees and students;
further development will be gained by cooperation in the field of protection and environmental improvement, prevention of cross-border pollution, rational and resource-saving environmental management, in the field of renewable resources and energy;
development and further development of joint projects in the field of fuel and energy complex;
development of joint space programs and projects.
For the purpose of effective implementation of investment projects within accomplishment of program actions of the Party will study possibility of comprehensive attraction of mechanisms and financial resources of national institutes of development.
The program implementation will be enabled by means of accomplishment by state bodies and business entities of the Parties of the specific actions determined in the actions plan by its realization.
According to this Program the Intergovernmental commission on cooperation between the Russian Federation and the Republic of Kazakhstan approves the approved actions plan on its realization.
Coordination and control of the course of program implementation and the actions plan will be performed by the Intergovernmental commission on cooperation between the Russian Federation and the Republic of Kazakhstan.
It is made in Novosibirsk on October 4, 2007 in duplicate, everyone in the Russian and Kazakh languages.
