About measures for further reforming of industry of agricultural mechanical engineering

For the purpose of further reforming of agricultural mechanical engineering, enhancement of management structure, rational placement of production of agricultural machinery at the companies of industry and increase in efficiency of their activities, broad attraction of foreign investments for upgrade, technical and technology rearmament of production:

1. Accept offers of the Ministry of Economics, the Ministry of Finance, the Ministry of agricultural and water economy, the State Property Committee and Goskomdemonopolization of the Republic of Uzbekistan, the companies of agricultural mechanical engineering about:

reorganization of the companies of industry of agricultural mechanical engineering according to  appendix No. 1;

the termination, in the procedure established by the legislation, activities of JSC Toshkishlokmash, JSC Uzbekkishlokmash and their affiliated enterprises with transfer of the nomenclature of agricultural machinery produced by them and the corresponding production assets to other companies of industry according to  appendix No. 2;

to transfer in accordance with the established procedure non-core social objects of JSC TTZ and JSC Modular Plant on balance of khokimiyat of Tashkent on current status and exposure to realization through the public biddings according to  appendix No. 3.

2. State commission on holding tenders in case of sale of state-owned property to foreign investors (R. Azimov) to provide realization at the biddings of real estate of JSC Toshkishlokmash and JSC Uzbekkishlokmash to investors under placement in these territories of new productions with investment obligations on use on them the modern processing equipment and production processes meeting the Strict ecological requirements.

In case of absence within 12 months from the date of the first exposure to the biddings of the buyers meeting the above-stated requirements, the State Property Committee of the Republic of Uzbekistan together with khokimiyat of Tashkent to perform, in coordination with the Cabinet of Ministers, transfer of the territories of JSC Toshkishlokmash and JSC Uzbekkishlokmash in the corresponding categories of land fund under construction of housing and social objects.

3. Government commission on liquidation of HK "Uzselkhozmash-holding" and reorganization of its companies created according to the resolution of the President of the Republic of Uzbekistan of December 29, 2007 No. PP-766 "About measures for liquidation of Uzselkhozmash-holding holding company:

in two-month time to organize carrying out inventory count of the equipment of the companies of agricultural mechanical engineering, approval of lists of the obsolete equipment which is not subject to future reference in production process of farm vehicles for subsequent its realization or write-off in accordance with the established procedure;

provide taking measures to re-deployment of assets, according to appendix No. 2, including the corresponding design and technology documentation, the equipment, taking into account timely delivery of agricultural machinery to buyers, and also on preserving in the course of re-deployment of the productions of all listed products issued by the companies of agricultural mechanical engineering.

4. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan together with khokimiyat of Tashkent to take in accordance with the established procedure measures for employment of the released employees of JSC Toshkishlokmash and JSC Uzbekkishlokmash.

5. To the State Property Committee of the Republic of Uzbekistan:

organize carrying out additional share issue of JSC TTZ, JSC Chirchikkishlokmash, JSC Tekhnolog and JSC Modular Plant taking into account the assets transferred on these companies, according to appendices No. No. 1 and 2, with their corresponding distribution between the state and other shareholders;

provide alienation in accordance with the established procedure in property of the state of real estate of JSC Toshkishlokmash and its affiliated enterprises;

organize in accordance with the established procedure realization at the public biddings of the released objects of JSC TTZ, JSC Modular Plant and JSC Chirchikkishlokmash.

6. In a month to provide to Uzgoskomzemgeodezkadastr carrying out cadastral survey of the territory of JSC TTZ with execution of cadastral documentation in accordance with the established procedure.

To khokimiyat of Tashkent (A. Tukhtayev) in a month after completion of cadastral survey of the territory of JSC TTZ to consider question of reference it to the second zone (except for the territories alienated according to this resolution).

7. Exempt, according to the procedure of exception, JSC TTZ, JSC Chirchikkishlokmash, JSC Tekhnolog and JSC Modular Plant from charges for re-registration of prospectuses of the issue of shares in case of adjustment of their authorized capital according to this resolution.
