Based on subitem 3.1 of Item 3 of the resolution of Council of Ministers of the Republic of Belarus of February 10, 2003 "About the state normative requirements of labor protection in the Republic of Belarus" the Ministry of Labour and Social Protection of the Republic of Belarus DECIDES: No. 150
1. Approve the enclosed Cross-industry rules on labor protection in case of sugar production.
2. This resolution becomes effective since July 1, 2008.

1. These Cross-industry rules on labor protection in case of sugar production (further - Rules) establish requirements for labor protection in case of sugar production.
2. The requirements for labor protection containing in these rules are aimed at providing the healthy and safe working conditions working, occupied on sugar production and extend to all employers irrespective of their organizatsionnopravovy forms and patterns of ownership and are considered in case of:
designing, construction and operation of the objects intended for sugar production;
development and carrying out production and engineering procedures of production of sugar (further if other is not established, - engineering procedures), the labor organizations working;
operation of the production and processing equipment intended for sugar production (further if other is not established, the equipment).
3. In the organizations performing sugar production (further - the organization), except requirements of these rules, requirements shall be observed:
The law of the Republic of Belarus of June 23, 2008 "About labor protection" (The national register of legal acts of the Republic of Belarus, 2008, No. 158, 2/1453);
The cross-industry general rules on labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818);
other regulatory legal acts, including technical regulatory legal acts containing requirements for labor protection, and also technical regulatory legal acts of system of fire-proof regulation and standardization (further if other is not established, - regulatory legal acts, technical regulatory legal acts).
4. In case of absence in these rules, other regulatory legal acts, technical regulatory legal acts of requirements for labor protection the employer takes the necessary measures providing preserving life, the health and working capacity working in the course of labor activity.
5. Persons guilty of violation of these rules are made responsible according to the legislation.
6. Under the organization of work on labor protection requirements of Chapter 2 of Cross-industry general rules for labor protection, other regulatory legal acts, technical regulatory legal acts shall be observed.
7. The employer employing citizens according to employment contracts establishes obligations and powers in the field of the labor protection of structural divisions of the organization and citizens working according to employment contracts (further - workers).
8. Obligations shall be determined by labor protection of heads and specialists of the organization in their job descriptions based on the functions and powers assigned to them.
9. Working in the organization shall report immediately to the employer about any situation, life-endangering or to health working and surrounding, the accident which happened on production to render assistance to the employer on taking measures for rendering necessary assistance to the victims and their deliveries in the organization of health care.
10. In sugar production process harmful and (or) dangerous production factors can influence working:
the increased dust content and gas contamination of air of the working area;
moving machines and mechanisms;
mobile parts of the equipment;
the collapsing designs which are flying away and the falling objects;
sharp edges, agnails and roughness on the surfaces of the tool and equipment;
static and dynamic physical overworks in case of lifting and moving weights manually;
physical and psychological overworks under control of machines, mechanisms and the equipment;
the increased water temperatures and couple;
the increased or lowered air temperature of the working area;
the increased levels of vibration and noise;
the increased tension in electric chain which short circuit can happen through body of the person;
impact of electric fields of industrial frequency;
insufficient illumination of the working area;
workplace arrangement at considerable height concerning the Earth's surface (floor level).
11. Sizes of threshold limit values, approximate safe levels of impact of hazardous substances in air of the working area, maximum permissible levels of pollution of the integuments working with hazardous substances are established by the Sanitary standards, rules and hygienic standard rates "The list of the hazardous substances regulated in air of the working area" approved by the resolution of the Ministry of Health of the Republic of Belarus of December 31, 2008 No. 240 (further - the List of the hazardous substances regulated in air of the working area), other technical regulatory legal acts.
12. Control of observance of parameters of microclimate (temperature, relative humidity and mobility of air in the working area) in the organization is performed according to requirements of health regulations and regulations "Hygienic requirements to microclimate of production rooms" No. 9-80-98, of the approved by the resolution of the Chief state health officer of the Republic of Belarus of March 25, 1999 No. 12 "About enforcement of health regulations and regulations", other technical regulatory legal acts.
13. Control of noise level on workplaces in the organization will be organized according to requirements of Health regulations and regulations "Noise on workplaces, in rooms of residential, public buildings and in the territory of the housing estate"
2.2.4./2.1.8.10-32-2002, Chief state health officers of the Republic of Belarus approved by the resolution of December 31, 2002 No. 158 (further - the SanPiN 2.2.4./2.1.8.10-32-2002).
14. Control of vibration level on workplaces in the organization will be organized according to requirements of Health regulations and regulations "Production vibration, vibration in rooms of residential and public buildings" of 2.2.4/2.1.8.10-33-2002, Chief state health officers of the Republic of Belarus approved by the resolution of December 31, 2002 No. 159 (further - the SanPiN 2.2.4/2.1.8.10-33).
15. Levels of illumination of the territory, premises of the organization shall conform to requirements of technical regulatory legal acts.
16. In case of the layout, building and content of the territory of the organization requirements of Chapter 3 of Cross-industry general rules for labor protection, Sanitary standards, rules and hygienic standard rates "Hygienic requirements to working conditions of workers and content of the production enterprises" approved by the resolution of the Ministry of Health of the Republic of Belarus of July 16, 2010 No. 98, of other technical regulatory legal acts shall be observed.
17. In the territory of the organization shall be at least two entrances (departures), one of which shall be reserve. In case of the mechanized opening of entrance gate they are equipped with the device providing possibility of manual opening. Folding gate for entrance on the territory of the organization and departure from it shall open inside and have the locks eliminating possibility of their spontaneous opening and closing.
18. The sizes of sanitary protection zones shall be established according to Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the organization of sanitary protection zones of the companies, constructions and other objects which are the objects of impact on health of the person and the environment" approved by the resolution of the Ministry of Health of the Republic of Belarus of February 10, 2011 No. 11.
19. Cargo flows in the territory of the organization shall not have passers and whenever possible crossed directions.
20. In case of detection on railroad side track of the defects menacing to traffic safety, giving of rail cars on railroad side track shall be stopped before elimination of defects.
21. In the organization supervision of content of the territory and production sites in proper condition shall be organized.
49. The territory of the kagatny field shall be planned. The wells and other constructions intended for the technical purposes shall be closed or protected.
50. All works on the kagatny field connected with loading, unloading, stacking, concealment and spraying of beet in kagata and also with its giving to hydraulic transporter (further - hydrotransporter), shall be mechanized.
It is forbidden to make selection of root crops of beet in the danger area in case of the working mechanisms.
51. In the territory of the kagatny field indexes of working passes and drives, and also the admissible speed of movement of vehicles shall be established. On borders of danger areas barriers and signs of safety shall be established.
52. For safety of movement of vehicles and cargo handling gears on the territory of the kagatny field (production sites) traffic routes of vehicles taking into account non-admission of counter flows shall be developed and established on foregrounds of the scheme of stacking of kagat.
53. For removal of atmospheric waters the territory of the kagatny field shall be provided with drainage devices (channels, ditches, steel concrete trays) which need to be repaired timely, to clear constantly, without allowing accumulation of sewage.
54. For sampling of beet from road transport (further - motor transport) stationary platforms with ladders and perilny barrier shall be equipped.
55. Control of temperature of beet in kagata shall be exercised remotely. Electric cases of system of remote measurement of temperature in kagata shall be locked.
56. For rise on kagat it is necessary to use special ladders, ladders staircases with perilny barriers.
57. During the work with chemicals (medicines), both in preparation time of solutions, and when processing beet in the course of its stacking in kagata, it is necessary to observe the security measures determined by the corresponding technical regulatory legal acts, local regulatory legal acts.

59. Cleaning of underground air ducts shall be made using means of mechanization in case of the removed plates and the switched-off fan (fans).

61. In works locations in the open air or in production rooms with air temperature on workplace below +5 °C shall be Items for heating and for rest of workers, and in summertime - for the shelter from atmospheric precipitation.
62. Hydrotransporters in the territory of the organization, the kagatny field, about roads, settlements and other places where there is danger of fall in them of people, shall be closed or protected. Places of transitions and moving via hydroconveyors shall be equipped with bridges with handrail 1 m high.
63. On both sides of hydrotransporter through each 10 m the warning signs shall be established.
64. Hydrotransporters in tunnels need to be closed from above removable metal lattice.
65. Underground tunnels for hydrotransporters shall have trellised doors on the rotary hinges allowing to open them in both parties.
66. Tunnels of hydrotransporters shall be lit. Switches it is necessary to have outside.
67. The hydrotransporters located on platforms shall be equipped on all length with platforms with the ladders having perilny barrier 1 m high.
68. Lyada for overlapping of hydrotransporter shall be made of strong grades of tree or metal and to enter densely hydrotransporter grooves.
69. Special metal hooks shall be applied to removal lyad when opening hydrotransporter.
70. On path of giving of beet special devices for regulation of receipt of beet shall be established taking into account local conditions.
The production site burachny from entrance of motor transport and sidings shall have hard surface.
71. The territory of production sites burachny shall be planned taking into account technological biases. The platform at burachny from entrance of cars and sidings shall have hard surface.
72. Railway platforms shall have production sites width at least 0, of m on both sides of railroad tracks with perilny barriers at least 1 m high (including from end faces), through each 25 m of length of platform stationary ladders with perilny barriers shall be established.
73. Burachny beets of automobile delivery shall be equipped on all length on both sides with otboyny bars height of at least 0,3-0,4 of m, from end faces perilny barriers shall be established.
74. Railway trestle burachny, and also sites of hydrounloading shall be provided with ranzhirovochny devices (electrospike, electric winch) for movement of rail cars.
75. Some beet from burachny it shall be taken regularly. Set of beet with formation of "codes", "canopies" is forbidden.

77. The workers occupied with unloading of beet from rail cars, cleaning of ways and production sites on platforms, slopes burachny shall be provided with the safety belts fastening taking into account local conditions.
78. The railroad tracks on the site of hydrounloading shall be asphalted or concreted with the device of drains.
79. Burachnye shall be connected by the light-sound alarm system with washing department and sveklonasosny.
80. Production sites for storage and conversion of calcareous stone shall be equipped with railway unloading platform and nodes of preparation of furnace charge with elimination of trifle of limestone. In the organization receiving not crushed limestone directly from pit it is necessary to provide its mechanized crushing and sorting.
81. Along unloading platform there shall be hard surface up to 6 m wide allowing on this site work of caterpillar transport for material transfer.
The basis of the stack unloaded from the rail car of loose goods (calcareous stone) it is necessary to have at distance at least 2 m from external side of head of extreme rail of railway or subcrane track, and in case of stacking height of more 1,2 of m - m 2,5 suffices. Stacks of bulk solids shall have slopes the steepness corresponding to corner of natural slope of material of this type.
The distance between stacks shall be at least 1 m with their height to 3 m and at least 2 m in case of bigger stacking height.
82. For prevention of movement of rail cars of platform shall be provided with figurative liners or boots.
83. For opening of hatches when unloading calcareous stone from gondola cars on the raised ways (from platforms) located at height of more 2,5 of m special bridges shall be equipped.
84. When unloading bulk solids (freights) from gondola cars hatches should be opened by means of special bar, and to close by means of suspended, floor lyukopodjemnik with the pneumatic, hydraulic or electric drive, and also by means of hinged or figurative winches and other devices.
85. Opening and closing of covers of hatches of gondola cars using tractors, winches, cranes and other equipment which is not permitted for accomplishment of these works is not allowed.
86. When unloading bulk and bulk solids (limestone) from railway platforms and from gondola cars with use of means of small-scale mechanization staircases (ladders) at least 1 m wide shall be used. Staircases shall fasten not movably.
