About approval of Requirements for safety to the choice of the platform for placement of nuclear power plant

According to article 24 of the Law of Ukraine "About use of nuclear energy and radiation safety", for the purpose of ensuring state regulation in the field of use of nuclear energy of PRIKAZYVAYU:

1. Approve Requirements for safety to the choice of the platform for placement of nuclear power plant which are attached.

2. (Demchuk O. S.) to provide to department of assessment of safety of nuclear installations:

submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine;

mailing of this order according to calculation of mailing after its replication.

3. In a month after state registration of this order to provide to the state company "The State Scientific and Technological Center on Nuclear and Radiation Safety" (Vasilchenko V. M.) its replication.

4. This order becomes effective in 60 days after state registration.

5. To impose control over the implementation of this order on the vice-chairman God S.G.

Requirements for safety to the choice of the platform for placement of nuclear power plant

I. General provisions

1.1. In these Requirements requirements for safety to the choice of the platform for placement of nuclear power plant are established (further AS).

1.2. These Requirements are developed according to the Laws of Ukraine "About use of nuclear energy and radiation safety", "About allowing activities in the field of use of nuclear energy", "About procedure for decision making about placement, design, construction of the nuclear installations and objects intended for the treatment of radioactive waste which has nation-wide value", "About protection of the person against influence of ionizing radiation", taking into account the document of IAEA "Platform assessment for nuclear installations. Requirements for safety. NS-R-3".

1.3. Requirements are obligatory for all legal entities and physical persons which perform activities at stages of lifecycle of nuclear installation, - the choice of the platform, designing, construction, putting into operation, operation, removal from operation.

1.4. Action of Requirements extends to platforms for placement of new AS. Enforcement of Requirements does not provide revaluation of suitability of platforms on which the operating AS are placed.

1.5. In these Requirements terms and determinations are used in values:

the platform for placement of AS - the territory in which the main and auxiliary buildings and constructions of AS are placed;

other terms and determinations are used in the values given in the Laws of Ukraine "About use of nuclear energy and radiation safety", "About allowing activities in the field of use of nuclear energy", General provisions of safety of nuclear power plants, approved by the order of the State committee of nuclear regulation of Ukraine of 19.11.2007 of N 162, the Basic health regulations of ensuring radiation safety of Ukraine approved by the order of the Ministry of Health of Ukraine of 02.02.2005 of N 54, registered in the Ministry of Justice of Ukraine 25.01.2008 for N56/14747, registered in the Ministry of Justice of Ukraine 20.05.2005 for N552/10832 (further - the Basic health regulations), the Regulations of radiation safety of Ukraine approved by the order of the Ministry of Health of Ukraine of 14.07.97 of N 208, of N62 enacted from 01.01.98 by the resolution of the chief state health officer of Ukraine of 01.12.97 further - NRBU-97), Regulations of radiation safety of Ukraine, amendment: Radiation protection against the sources of potential radiation approved by the resolution of the chief state health officer of Ukraine of 12.07.2000 of N116 (further NRBU-97/D-2000).

II. The main criteria on nuclear and radiation safety concerning the choice of the platform for placement of AS

2.1. The platform is suitable for placement of AS if safe operation of AS at all stages of lifecycle of nuclear installation in case of normal operation, violations of normal operation and accidents is provided, taking into account:

external influences which have or can have influence on safety of AS, distribution of radioactive materials or radiation of the population, considering their changes at all stages of lifecycle of nuclear installation;

the existing and perspective ecological and demographic condition;

sales opportunities of protective measures in case of accidents, including severe accidents.

Requirements to assessment of suitability of the platform for placement of AS are provided in Chapter IV of these Requirements.

2.2. The choice of the platform for placement of AS is performed within the feasibility statement on creation of AS and the choice of the offered platform for its placement (further - the feasibility study the EXPERT).

2.3. In the feasibility study the EXPERT is presented such information concerning safety of the platform for placement of AS:

reasons for the choice of the platform for placement of AS by results of suitability assessment at least three platforms for placement of AS;

assessment of radiation situation in case of normal operation of AS, violations of normal operation, project and beyond design basis accidents;

technical and organizational actions for ensuring radiation safety;

comprehensive impact assessment of AS on the surrounding environment.

2.4. The general installed capacity of AS and technical characteristics of AS are determined at the beginning of works on the choice of the platform for placement of AS. In case of determination of general installed capacity of AS and technical characteristics of AS are considered:

radiation influence of AS on the population and surrounding environment;

size of the sanitary protection zone and zone of observation.

2.5. The feasibility study the EXPERT is subject to state examination of nuclear and radiation safety according to article 40 of the Law of Ukraine "About use of nuclear energy and radiation safety".
