About approval of the Regulations on procedure for laying of insurance fund of food wheat, its storage, refreshening and use

For the purpose of forming of stable insurance fund of food wheat, ensuring strictly target use of food wheat from the state resources and protection of the domestic consumer market the Cabinet of Ministers decides:

1. Approve Regulations on procedure for laying of insurance fund of food wheat, its storage, refreshening and use according to appendix.

2. Provide with JSC Uzdonmakhsulot till April 20, 2008 laying of food wheat of harvest of 2007 in insurance fund in the amounts established by balance of use of food wheat from state resources in the first half-year 2008 and in strict accordance with requirements of the Regulations on procedure for laying of insurance fund of food wheat, its storage, refreshening and use.

3. Confer the personal responsibility for proper accounting and high-quality safety of the amounts of food wheat of insurance fund placed at the companies of industry on heads of JSC Uzdonmakhsulot of Uzgoskhlebinspektion, the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokim of areas.

4. To impose control over the implementation of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Azimov R. S.

Regulations on procedure for laying of insurance fund of food wheat, its storage, refreshening and use

I. General provisions

1. This Provision regulates questions of laying of insurance fund of food wheat, its storage, refreshening and use (further - insurance fund).

2. The insurance fund of food wheat is inviolable and cannot be spent without decision of the Cabinet of Ministers of the Republic of Uzbekistan.

3. JSC Uzdonmakhsulot provides timeliness of laying of food wheat in insurance fund, its proper storage and observance x requirements of immunity of insurance fund, and also performs timely updating of food wheat of insurance fund.

4. The food wheat pledged in insurance fund on the quality shall conform to strictly established indicators and standards.

5. Food wheat of insurance fund is stored in strictly certain cereal and grain processing receiving points (further - the companies of bakery products), in the elevator reservoirs (silos) which are specially allocated for these purposes, the list and which location are established by decisions of the President of the Republic of Uzbekistan.

6. Heads of the companies of JSC Uzdonmakhsulot shall check systematically quantitative and high-quality safety of food wheat of insurance fund, at the same time the companies are subject to check annually by pereveska according to the schedule "zero" of cleaning and inventory count of grain approved by the Cabinet of Ministers of the Republic of Uzbekistan.

About results of checks, the revealed shortcomings and the taken measures for their elimination of JSC Uzdonmakhsulot and Uzgoskhlebinspektion provide annually till June 10 the detailed information in the Cabinet of Ministers and the Ministry of Economics of the Republic of Uzbekistan.

II. Procedure for laying of food wheat in insurance fund

7. Laying of food wheat in insurance fund is made according to decisions of the President of the Republic of Uzbekistan in the amounts established by these decisions at strictly certain companies for job specifications of JSC Uzdonmakhsulot.

8. In job specifications in insurance fund are specified laying of food wheat:

name of the company;

amount of the food wheat which is subject to bookmark;

class of food wheat and terms of its bookmark.

9. The director of bakery products on receipt of the job specification on laying of food wheat in insurance fund does on it administrative text to the chief accountant, the chief of technological laboratory (further - PTL) about matching of the corresponding batches of food wheat for bookmark in insurance fund.

10. Bookmark is drawn up by the act of the technological commission in duplicate in form according to appendix to this Provision.

If laying of food wheat in insurance fund is made under responsibility of different responsible persons, then statements are drawn up on each responsible person separately.

11. Acts (both copies) are signed by the director, the chief accountant, to the head of the laboratory managing elevator and (or) warehouse (responsible person) and the companies are sealed. The first Copy of the act is sent in JSC Uzdonmakhsulot, the second remains at the company.

In cases of change of the director or responsible person acts based on the order of the director are without delay renewed on new person.

12. The food wheat pledged in insurance fund on the quality shall be brought to requirements of the standards established for the food wheat pledged in state reserve and according to the terms specified in the job specification bookmark. Quality of the pledged wheat shall correspond to the following indicators:

foreign grain, % - no more 3,0;

Infectiousness is not allowed by wreckers of grain inventories.

13. The food wheat pledged in insurance fund on the quality shall be suitable for long-term storage.

14. Content of toxic elements, mycotoxins and pesticides shall not exceed the admissible levels established by medicobiological requirements and sanitary standards of quality of food staples and foodstuff of the Ministry of Health of the Republic of Uzbekistan.

III. Quantitative and qualitative accounting of food wheat of insurance fund

15. All transactions on receipt, processing, expense of food wheat of insurance fund at the companies of bakery products of JSC Uzdonmakhsulot are drawn up by documents of primary accounting (unclassified) in accordance with the established procedure.

16. Quantitative (warehouse) assessment is kept by the responsible persons which are responsible for safety of food wheat of the insurance fund which is in the granaries entrusted to them.

17. Data on transactions with food wheat of insurance fund are reflected in physical weight with an accuracy of one kilogram.

18. Quantitative and qualitative account is kept by accounts department of the company of bakery products, and control of the correct conducting quantitative and qualitative accounting, determination of pattern of decrease in physical weight, and also justification of natural wastage in case of storage exercises control and auditing control of JSC Uzdonmakhsulot.

19. On the food wheat of insurance fund which is stored in elevator silos the separate book of quantitative and qualitative accounting with personal accounts on each batch is kept.
