The agreement on cooperation in the field of culture, science and education between the Government of the Kyrgyz Republic and the Government of the Republic of Tajikistan

The government of the Kyrgyz Republic and the Government of the Republic of Tajikistan which further are referred to as "Party"

proceeding from friendship between two countries,

being guided by aspiration to further strengthening of cooperation between two countries and the people,

convinced that for this purpose development of cooperation in the field of culture, science and education is important,

agreed as follows:

Article 1

The parties encourage cooperation in the field of culture, science and education according to the provisions enshrined in this agreement.

Article 2

Each of the Parties provides to the citizens broad access to culture, art, literature and seal of other Party and supports the state, public and individual initiatives in these directions.

Article 3

The parties encourage contacts at the state, regional and local levels between cultural and educational institutions of both Parties, and also exchange of specialists.

Article 4

The parties support cooperation and exchange in the fields of education and sciences, create suitable conditions for contacts between academies of Sciences, the highest and average educational institutions and other educational and scientific institutions on the basis of direct agreements on cooperation.

Article 5

Each of the Parties promotes studying of history, literature and culture of other Party in the educational institutions and scientific institutions.

Article 6

The parties will carry out necessary work for settlement, the education documents connected with mutual recognition, qualification, academic degrees and ranks issued by organizations of science and education of both states after January 1, 1992.

Article 7

The parties create favorable conditions for studying of the native language and development of cultural identity of the citizens of the Kyrgyz Republic who are constantly living in the territory of the Republic of Tajikistan and the citizens of the Republic of Tajikistan who are constantly living in the territory of the Kyrgyz Republic.

Article 8

The parties create opportunities for training of the citizens in educational institutions of other Party on the basis of the direct agreement between the Ministries of Education of both Parties.

Article 9

The parties support cooperation between National Academy of Sciences of the Kyrgyz Republic and Academy of Sciences of the Republic of Tajikistan on the basis of the direct agreement between them.

Article 10

The parties support cooperation in the field of culture and art. For this purpose necessary conditions for direct contacts between the interested organizations of both Parties will be created.

Article 11

The parties assist research and cultural and educational work in cultural and scientific institutions, libraries, archives and the museums. Each of the Parties provides open entry to sources of historical and cultural heritage of other Party, removal of photocopies, photography, microfilming according to the domestic legislation of the Parties.

Article 12

Each of the Parties will make the efforts directed to preserving the monuments and other objects of historical and cultural heritage of other Party which are in its territory.

Article 13

The parties encourage cooperation in the sphere of publishing activities and the translation of works on state language of other Party.

Article 14

The parties encourage free exchange of information about political, public and cultural life.

Article 15

The parties promote cooperation in the field of broadcasting, television, cinematography, and also between the information and cable agencies on the basis of direct agreements between them.

Article 16

The parties perform cooperation in the field of copyright protection according to the accepted international standards and the domestic legislation.

Article 17

The parties encourage cooperation between the Public Records Offices, provide access to them, experience exchange and copies of documents, publications and specialized archival literature according to the domestic legislation.

Article 18

The parties encourage direct contacts between relevant organs concerning youth.

Article 19

The parties support cooperation in the field of sport on the basis of direct agreements between the interested organizations.

Article 20

The parties support cooperation in the field of health care and medicine on the basis of agreements between the Ministries of Health.

Article 21

The parties if necessary will conclude the appropriate intergovernmental programs in forms and financial conditions of cooperation in the areas specified in this agreement.

Article 22

This agreement is signed for a period of five years and every time the next five years will be prolonged automatically if any of the Parties does not declare the desire to stop its action in writing in six months prior to the expiration of the corresponding term.

The agreement becomes effective (*) after exchange of notes in which the Parties notify each other on accomplishment of the internal legislative procedures necessary for its introduction in force.

It is made in the city of Dushanbe on July 12, 1996 in two authentic copies, everyone in the Kyrgyz, Tajik and Russian languages, and all texts are equally authoritative.
