The agreement on cooperation in training, advanced training and retraining of specialists in the field of hydrometeorology

The governments of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

in view of provisions of the Concept of the hydrometeorological safety of the State Parties of the Commonwealth of Independent States approved by the Decision of Council of CIS Heads of Government of April 16, 2004

for the purpose of development of cooperation in training, advanced training and retraining of specialists in the field of hydrometeorology,

understanding that crucial element of effective work of national hydrometeorological services of the State Parties of the Commonwealth of Independent States (further - NGMS) are properly the prepared personnel,

considering financial opportunities of NGMS, availability of the organizations providing educational services, providing training, advanced training and retraining of specialists in the field of hydrometeorology agreed as follows:

Article 1

The parties help cooperation in the following directions:

training, advanced training and retraining of specialists in the field of hydrometeorology;

exchange of modern educational and methodical and research materials, curricula and programs;

use of opportunities during the training, advanced training and retraining of the specialists in the field of hydrometeorology offered by regional meteorological training centers of the World Meteorological Organization, and also the organizations providing educational services and providing training, advanced training and retraining of specialists of the State Parties of the CIS.

Article 2

Each Party according to the national legal system promotes provision to citizens of the states of other Parties of possibility of education, advanced training and retraining in the field of hydrometeorology.

Article 3

The parties promote development of direct connections between the organizations located in the territories of the State Parties of the Agreement, providing educational services in the field of training, advanced trainings and retrainings of specialists in the field of hydrometeorology and also the organizations interested in receipt of such services.

The procedure and the amount of payment for provision of educational services is established based on bilateral agreements of the interested organizations.

Article 4

The parties promote exchange of information about national system of training, advanced training and retraining of specialists in the field of hydrometeorology according to the procedure, provided by the national legal system of the states.

The parties communicate about educational and methodical materials and scientific publications, holding scientific and practical conferences, other actions in the sphere of training, advanced training and retraining of specialists in the field of hydrometeorology.

Article 5

The matters of argument connected using and interpretation of this agreement, are permitted by consultations and negotiations between concerned parties.

Article 6

This agreement does not affect the rights and obligations of each of the Parties according to other international treaties which participant is its state.

Article 7

This agreement becomes effective from date of delivery to depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it. For the Parties which performed interstate procedures later this agreement becomes effective from date of delivery to depositary of the adequate notice.

Article 8

This agreement is open for accession of other states dividing provisions of this agreement. Accession is performed with the consent of all Parties by transfer to depositary of documents on such accession and it is considered become effective from date of delivery to depositary of the last message on consent to such accession.

Article 9

By mutual consent of the Parties changes and additions which are drawn up by the separate protocol can be made to this agreement.

Article 10

This agreement is effective within five years from the date of its entry into force. After this term the Agreement is automatically prolonged for the subsequent five-year period if the Parties do not make other decision.

Article 11

Each Party has the right to leave this agreement, having sent about it the written notice to depositary at least in six months prior to the expiration of the next five-year period.

It is made in the city of Minsk on May 23, 2008 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
