Grant in the Republic of Moldova four licenses to use of radio frequencies or radio channels and resources of numbering for the purpose of delivery of networks and services of mobile cellular communication of third generation (3G) in the IMT 2000 system with observance of the UMTS (W-CDMA) and CDMA 2000 standards.

Recommend to National regulation agency to issue in the field of electronic communications and information technologies till May 31, 2009 four uses of radio frequencies or radio channels and resources of numbering for the purpose of delivery of networks and services of mobile cellular communication of third generation (3G) to the operators of mobile cellular telephony of the GSM and CDMA standards existing in the Republic of Moldova according to their requirement and according to this resolution.

4/1. In situation when licenses to use of radio frequencies or radio channels and resources of numbering for the purpose of delivery of networks and services of mobile cellular communication of third generation (3G) are not demanded till May 31, 2009 by the operators existing in the Republic of Moldova to recommend to National regulation agency to organize and hold in the field of electronic communications and information technologies since June 1, 2009 international auction on selection on competitive basis of owners of the license.

5. The rate for issue of use of radio frequencies or radio channels and resources of numbering for the purpose of delivery of networks and services of mobile cellular communication of third generation (3G) constitutes 8 million US dollars.

To owners of licenses to use of radio frequencies or radio channels and resources of numbering for the purpose of delivery of networks and services of mobile cellular communication of third generation (3G), in 30-days time from the date of acceptance by the National agency on regulation in the field of electronic communications and information technologies of the decision on licensing to transfer in full to account the Ministries of Finance equivalent in Moldovan lei of the amount of 8 million US dollars.

To the ministry of information development, at the request of National regulation agency in the field of electronic communications and information technologies to make available necessary frequencies in band of frequencies (1900-2025/2110-2200) GHz for their use for the purpose of delivery of services of cellular mobile communication of third generation (3G).

In case of issue of licenses till September 15, 2008 to recommend to National regulation agency to issue in the field of electronic communications and information technologies to owners of licenses of condition of the license, the including conditions and obligations concerning use of radio frequencies or radio channels and resources of numbering, and also condition and the obligation concerning delivery of networks and services of mobile cellular communication of third generation (3G) which will be brought further into accord with provisions of the Law on electronic communications N 241-XVI of November 15, 2007.
