About some questions of regulation of activities of banks

For the purpose of settlement of some questions of activities of banks:

1. Determine that:

1.1. the list of banks, authorized to serve state programs, affirms Council of Ministers of the Republic of Belarus and National Bank;

1.2. compensation, material stimulation and other payments to employees of banks are performed according to the procedure, established by National Bank according to the legislation;

1.3. expenses of banks on construction of buildings and constructions, acquisition of the equipment, transport and other fixed assets, except for the property intended for transfer to finance lease (leasing) are performed by the profit remaining at their order after tax payment, charges (duties), other obligatory payments in the budget (including the state trust budget funds and Social Security Fund of the population of the Ministry of Labour and Social Protection), in state non-budgetary funds, and also at the expense of the foreign credits on condition of the direction them on such construction and acquisition of the equipment for enhancement of activities of banks and improvement of customer service quality.

The expenditure attracts with banks of funds from other sources for the purposes provided in part one of this subitem the responsibility established by legal acts for failure to pay, incomplete payment, evasion from payment of tax amount, collection (duty).

2. To Council of Ministers of the Republic of Belarus in two-month time to take measures for implementation of this Decree.

3. Recognize invalid decrees and provision of the Presidential decree of the Republic of Belarus according to appendix.

4. This Decree becomes effective from the date of its signing.
