1. Approve the enclosed Provision "About Procedure for Maintaining Accumulation Personal Accounts and the Individual (Personified) Accounting of Insurance Premiums in System of the National Social Insurance in the Republic of Tajikistan".

2. To the state agency of social insurance and pensions to approve:

actions for implementation of the individual (personified) accounting of insurance premiums and accumulation personalized personal accounts in system of the national social insurance in the Republic of Tajikistan;

the instruction for conducting the individual (personified) accounting of insurance premiums and personalized personal accounts;

forms of the reporting and the forms necessary for the individual (personified) accounting.

3. To the ministries, the State committees, departments, Chairmen of the Gorno-Badakhshan Autonomous Region, areas, cities and regions of the Republic of Tajikistan to render assistance to the State agency of social insurance and pensions and its divisions in activities for implementation of the individual (personified) accounting of insurance premiums

4. To allocate to chairmen of the Gorno-Badakhshan Autonomous Region, areas, cities and regions of the Republic of Tajikistan rooms in the buildings which are in municipal property for placement of the relevant departments of the State agency of social insurance and pensions

5. To entrepreneurs, organizations and the organizations of all patterns of ownership timely to represent to departments of the State agency of social insurance and pensions the reporting under the established form for the purposes of the individual (personified) accounting of insurance premiums, to observe established procedure of insurance of workers and payment of insurance payments according to the Law of the Republic of Tajikistan "About the national social insurance".

General provisions

1. This Provision is developed according to the Law of the Republic of Tajikistan "About the national social insurance" and determines procedure for conducting the individual (personified) accounting of data on individual (accumulative) personal accounts of citizens of the Republic of Tajikistan to which the national social (pension) insurance extends, including:

order of registration of insured persons in system of the national social insurance;

procedure for submission to the State agency of social insurance and pension (further the Agency) the information about insured persons, including data on working life, earnings (income), the assessed insurance premiums;

procedure for use of these data for control of the correct charge of fees on the national social insurance.

2. The basic concepts used in this Provision mean the following:

- "The national social insurance" - system of the types of providing insured persons guaranteed by the state when losing of earnings or the income by them owing to disease, labor mutilation or occupational disease, disability, pregnancy and childbirth, old age, unemployment, loss of the supporter, death and in other cases established by the laws of the Republic of Tajikistan at the expense of compulsory insurance premiums of employers and citizens. National insurance is obligatory;

- "the individual (personified) accounting" (daleepersonifitsirovanny accounting) - the organization and accounting of information about each insured person for the purposes of the national social insurance;

- "the insured persons including who are independently paying insurance premiums" - faces to which the national social insurance extends. Insured persons are citizens of the Republic of Tajikistan, foreign citizens and stateless persons. Individual entrepreneurs, including foreign citizens, and also the private detectives who are engaged in private practice notaries, private auditors, heads of Dehkan (farmer) farms treat the insured persons who are independently paying insurance premiums;

- "employers" are citizens, legal entities (the company, organization, the organization and other business entity, irrespective of patterns of ownership and types of activity) and the actual faces, the working citizens according to employment contracts (contracts), including the foreign legal entities and physical persons, and also the international organizations performing the activities in the territory of the Republic of Tajikistan, obliged to bring according to the law insurance premiums on the national social insurance;

- "individual (accumulative) personal account of insured person" (further hereinafter is referred to as - personal account) - the document which is stored in the form of electronic form in bodies of the Agency, containing the information about insured persons provided by this Provision, with the amounts of the paid insurance premiums insured persons in the amount of, determined by the law, the Agencies included in information resources;

- "insurance number" - the permanent personal number assigned to the Agency to personal account of insured person;

- "registration of insured person" (further - registration) opening of personal account on insured person and issue of the certificate of social protection to it. In case of implementation of the personified accounting in the Republic of Tajikistan initial (mass) registration of insured persons is carried out;

- "the certificate of social protection" (further - the Certificate) the document issued to insured person, confirming registration of it in system of the national social (pension) insurance.
