According to the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of Products Flour-grinding Krupyanoy Industries, Starches and Starched Products".

2. This resolution becomes effective after six months from the date of official publication.

Technical regulation "Requirements to Safety of Products Flour-grinding Krupyanoy Industries, Starches and Starched Products"

1. General provisions

1. This technical regulation "Requirements to Safety of Products Flour-grinding Krupyanoy Industries, Starches and Starched Products" (further - the Technical regulation) establishes requirements to safety of products flour-grinding krupyanoy the industries, starches and starched products, and to processes of lifecycle.

2. Requirements of the technical regulation extend to products flour-grinding krupyanoy the industries, starches and starched products relating according to the single commodity nomenclature of foreign economic activity of custom union to goods item 1 006 40 000 0 "Broken rice" and group 11 "Products flour-grinding krupyanoy the industries; malt; starches; inulin; wheaten gluten".

The technical regulation establishes mandatory requirements of safety to the produktion specified in appendix of 1 present of the Technical regulation.

3. The technical regulation does not extend to products flour-grinding krupyanoy the industries, starches and starched products for children's, and treatment-and-prophylactic food, and also fodder products.

4. Treat the risks arising by means of impact of products flour-grinding krupyanoy the industries, starches and starched products on life, health of the person, consumer interests and the environment in the territory of the Republic of Kazakhstan to which requirements from authorized bodies of sanitary and epidemiologic wellbeing of the population are established:

1) content of toxic elements, mycotoxins, pesticides, radionuclides and metallomagnetic impurity in flour-grinding, krupyany and krakhmalopatochny products;

2) impurity and contamination wreckers of grain inventories of flour-grinding and krupyany products;

3) contamination causative agents of "potato disease" bread of wheat flour;

4) microbiological indicators in flour-grinding, krupyany and krakhmalopatochny products;

5) content of nutritional supplements in flour-grinding, krupyany and krakhmalopatochny products.

5. In case of production of flour-grinding, krupyany and krakhmalopatochny products all possible risks arising in case of shall be considered:

1) to acceptance and preparation of raw materials for conversion;

2) to preparation of the equipment, production and storage facilities;

3) processes (stages) of production (production), storage, transportation and sales of products flour-grinding krupyanoy industries, starches and starched products;

4) processes (stages) of utilization and destruction.

6. For the purposes of application of this technical regulation identification of products flour-grinding krupyanoy the industries, starches and starched products is performed on the basis:

1) visual survey of products;

2) information presented with products in the text form on the label, consumer pack, label, the insert;

3) the this laboratory control and testing (in necessary and arbitral cases).

Identification methods for the purposes of application of this Technical regulation shall conform to the existing national standards.

2. Terms and determinations

In this technical regulation the following terms and determinations are applied:

the grinder - the machine for final removal from the surface of grain (seed) of the covers which remained after peeling (and partially germ), and also for processing krupok to the established form (roundish, spherical) and required appearance;

fodder grain product - the grain product directed to the fodder purposes;

flour barley - the flour received as a result of barley grain grind;

aspiration - process of removal of dust and the gases which are formed in the course of operation of processing equipment of production rooms;

harmful impurity of grain - the phytogenesis impurity dangerous to health of the person and animals;

wheat flour - the bread flour developed from soft wheat or from soft wheat with impurity firm no more than 20%;

gluten wheat dry - product of conversion of grain in the form of powder, applied in the form of improver in baking production;

the bunker - reservoir for short-term storage and gravitational unloading of bulk solids in which vertical part does not exceed 1,5 where F - the cross sectional area of the bunker in the plan;

the valtsovy machine - the machine for crushing of grain which working bodies are two horizontally located cylindrical valets with corrugated or rough surface and rotating with different circumferential speeds towards each other;

vyby finished goods - packaging of finished goods in consumer pack or unpacked finished goods issue from bunkers of vyboyny department;

grain of cereals swaged - the grain of cereals which passed through the plyushchilny machine;

grain impurity - the beaten, davleny, sprouted, corroded or damaged grain which is not relating according to Technical requirements (state standard specification, the standard of the organization) to the main grain and weed impurity;

the vymolny machine - the centrifugal machine performing separation of fruit covers (bran) from grain endosperm;

cereal culture - the plant belonging to family of cereals, grains (wheat, rye, barley, oats, corn, rice, millet) which it is widely used for food of people and for forage of animals;

the machine for wet peeling of grain - the machine used to moistening of grain and partial removal of covers;

leguminous culture - the plant belonging to family bean, widely cultivated in production;

grain - products of conversion of grain of krupyany cultures (wheat, barley, oats, millet, buckwheat, rice). Represent the large particles (the size of 1-3 mm) received from the central part (kernel) of grain by means of removal of floral films, fruit and seed covers, in certain cases and aleyronovy layer;

krupyany products - products received as a result of conversion of grain in grain;

green treacle - withdrawal of production of crystal glucose;

the jet washer - the equipment used to wet cleaning of surface of grain or potatoes and moistening of grain before grinding;

cornmeal - the flour received as a result of corn grain grind;

wreckers are the granary wreckers, animals damaging and destroying grain and grain products in case of storage and transportations;

potatoes - the tuberous plant relating to family solanaceous. It is cultivated for the purpose of receipt of the tubers used for food of the person as raw materials for processing industry, and also on forage of animals;

bran - the fruit covers of grain sorted in flour production process;

the volume batcher - the device for dispensing of the set grain amount;

starch - the natural carbohydrate accumulated in cages of plants in the form of starched grains and emitted from starch-containing raw materials in case of its conversion;

starch syrup (glucosic syrup) the purified and concentrated syrup of various carbohydrate structure received in case of partial conversion;

krakhmalopatochny products - products received as a result of development of starch and starched products from starch-containing raw materials. Treat krakhmalopatochny products: treacle starched, crystal glucose, syrups of various carbohydrate structure, the native and modified starches, dextrins, sago starched and other products on the basis of starch;

rice flour - the flour received as a result of rice grain grind;
