About approval of the Technical regulation "Requirements to Safety of Meat and Meat Products"

(as amended on 02-05-2012)

For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of Meat and Meat Products".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Meat and Meat Products"

1. Scope

1. This Technical regulation "Requirements to Safety of Meat and Meat Products" (further - the Technical regulation) is developed for the purpose of implementation of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system and the laws of the Republic of Kazakhstan of November 9, 2004 "About technical regulation", of July 10, 2002 "About veterinary science".

2. This Technical regulation extends to all (imported) types of meat of animals and birds, food offal, sausages, semifinished products and culinary products, food concentrates, blood conversion foodstuff, offal and other myasosoderzhashchy products made (made) and imported, according to the single commodity nomenclature of foreign economic activity of custom union according to appendix 2 to this Technical regulation.

3. This Technical regulation does not extend to production (production), turnover and destruction of the following meat products:

1) baby food;

2) fat-and-oil products;

3) the medical supplies made (made) of raw materials of animal origin;

4) medical, preventive and dietary appointment;

5) the house preparation intended for private consumption;

6) the food products received with use of raw materials from genetically modified animals;

7) tinned products;

8) edible gelatin.

2. Terms and determinations

4. In this Technical regulation terms and determinations according to the laws of the Republic of Kazakhstan "About technical regulation", "About safety of food products", "About veterinary science", and also the following are used:

meat products (meat products) - the products received as a result of processing of meat by cooking, drying, pickles, prosalivaniye or smoking;

the subject of production (production), turnover, meat and meat products (further - the subject) - the physical person and legal entity performing activities for production (production), turnover of meat and meat products;

object of production (production) of meat and meat products (further - object) - the company/organization for production (production) of meat and meat products;

disinfection barrier - Item of disinfection of vehicles before entrance on the territory of the republic or the organization and departure from their territories, and for personnel - before entrance to the room of the shop of the organization and exit from it;

hazardous substance - any biological or chemical, and also their metabolites accumulating in meat or added to meat products in case of its production and capable to do harm to health of the person or to cause environmental pollution;

seized property - hulk, parts of ink and bodies of animal recognized by bodies of the state veterinary supervision not suitable for the food purposes;

batch of animal (birds) - any quantity of animal (birds) of one type which arrived in the organization from one economy for one delivery, accompanied with one commodity-transport delivery note and one veterinary document of the established form;

the refrigerated meat - meat after freezing of the hulks and carcasses cooled on the lethal line up to the temperature in the thickness of muscles from minus 8 °C to minus 18 °C;

nitritno-posolochny mix - sodium nitrite mix with table salt in the ratio, providing safe concentration of nitrite of sodium in ready-made product;

the rolled meat - meat product from muscular, fatty and connecting tissue of ink separated bones;

the frozen meat - the fresh meat received directly after slaughter and podmorazhivaniye up to the temperature in the thickness of muscles from minus 2 °C to minus 3 °C;

the deep-refrigerated meat - meat after freezing up to the temperature in the thickness of muscles is not higher minus 18 °C;

the cooled meat - the fresh meat received directly after slaughter of animal or bird and chilling up to the temperature in the thickness of muscles from 0 °C to plus 4 °C;

conditional and good meat - the meat of carcass of sick animal allowed in food after disinfecting (provarivaniye, production of sausages, neutralization of finnozny meat freezing or salting).

3. Address conditions meat and meat products in the market

5. Meat and meat products shall conform to the requirements established by this Technical regulation.

6. Meat and meat can be delivered to products on the market and are implemented only if they do not constitute health hazard or safety of people in case of the corresponding application to destination.

The meat and meat products having the strong indications of poor quality which do not have the accompanying documents confirming safety, origin and quality and also in case of discrepancy of property and marking to requirements of the current legislation and with not fixed term of the validity are withdrawn for conducting veterinary and sanitary examination in the accredited (certified) veterinary laboratory.

Destruction unsuitable to the use and dangerous life and health of the person of meat and meat products is performed according to the procedure, established by the legislation of the Republic of Kazakhstan.

4. Dangerous factors (risks) in case of procurement of meat and production of meat products

7. In case of procurement and production of meat and meat products all possible risks arising in case of shall be considered:

1) the choice of the place and the territory of object, placement and the device of production zones (rooms) on procurement of meat and meat products;

2) to training of animals and birds for slaughter, their slaughter;

3) to training of personnel, equipment and household rooms;

4) production of meat and meat products, their storage and turnover;

5) destruction unsuitable to the use or dangerous meat and meat products.
