1. Approve the enclosed Rules of award of the educational grant for payment of the higher or postgraduate education with award of degree "bachelor" or "master".

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

3. This resolution becomes effective from the date of the first official publication.

Rules of award of the educational grant for payment of the higher or postgraduate education with award of degree "bachelor" or "master"

Chapter 1. General provisions

1. These rules of award of the educational grant with award of degree "bachelor" or "master" (further - Rules) are developed for payment of the higher or postgraduate education according to the subitem 5) of article 4 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and "bachelor" or "master" determine procedure for award of educational grants for payment of the higher or postgraduate education with award of degree.

2. In these rules the following basic concepts are used:

1) the educational grant - the target amount of money presented to the student on the conditions established by the legislation of the Republic of Kazakhstan for payment of the higher or postgraduate education with award of degree "bachelor" or "master";

2) groups of educational programs - set of the educational programs combined by community of profile of the direction of preparation and providing training within certain field of education;

3) authorized body in the field of education - the central executive body of the Republic of Kazakhstan performing management and cross-industry coordination in the field of education;

4) republican tender committee - the commission created by authorized body in the field of education for carrying out tender on award of educational grants (further - the republican commission);

5) tender committee of local executive bodies (further - MIO) - the commission created by MIO for carrying out tender on award of educational grants at the expense of means of the local budget (further - the commission of MIO).

3. Competition on award of educational grants from the republican budget is held by the republican commission created by authorized body in the field of education, and on award of educational grants from the local budget - the commission of MIO.

4. The republican commission is created of number of persons employed of authorized body in the field of education, other interested state bodies and departments, representatives of institutes of civil society, National chamber of entrepreneurs of the Republic of Kazakhstan of Atameken, association of higher educational institutions of the Republic of Kazakhstan and Council of rectors of higher educational institutions of the Republic of Kazakhstan.
