1. Approve "Procedure for rendering services by the minor in specialized agencies of social resettlement for minors".

2. This resolution becomes effective from the date of its signing.

Procedure for rendering services by the minor in specialized agencies of social resettlement for minors

I. General provisions

1.1. This Procedure No. 274 "About application of the Law of the Azerbaijan Republic "About prevention of homelessness and offenses of minors" is developed on the basis of the Presidential decree of the Azerbaijan Republic of August 9, 2005 and determines rules of taking measures of social resettlement (daleeuchrezhdeniye) by specialized agencies to rendering psychological assistance, and also public and other assistance according to the procedure, established by the Law of the Azerbaijan Republic "About psychological assistance" to minors, their parents or other legal representatives in elimination of difficult living conditions of minors, in recovery of their social status in places of their accommodation, educational institutions, on workplaces, by return of minors to the families.

1.2. Social shelters (further - shelters) and the centers of social resettlement belong to organizations (further - the center).

1.3. In the activities the organization is guided by the Constitution of the Azerbaijan Republic, the laws of the Azerbaijan Republic, decrees and orders of the President of the Azerbaijan Republic, resolutions and orders the Cabinet of Ministers of the Azerbaijan Republic, the international treaties recognized by the Azerbaijan Republic and this procedure.

II. The services rendered to minors in organization

2.1. The following services are rendered to the minors which got into lives into the complicated situation and needing urgent government assistance in shelter:

2.1.1. provision of temporary shelters with the conditions meeting sanitary and hygienic standards, providing them with free food, clothes and medical care and creation of all conditions for their normal development;

2.1.2. rendering psychological and legal aid;

2.1.3. return of minors on family environment by psychocorrection assistance to the families which are in social and dangerous condition.

2.2. The following services are rendered to the minors which got into lives into the complicated situation in the center:

2.2.1. placement in the conditions meeting sanitary and hygienic standards, creation of all conditions for their normal development and providing them in case of need free food, clothes and medical care;

2.2.2. rendering psychological and legal aid;

2.2.3. establishment of the permanent residence of street children and rendering necessary assistance to such children according to individual programs of social resettlement for the purpose of their social adaptation, physical and emotional development before placement them in the center;

2.2.4. determination of the education level of minors and carrying out necessary study in individual procedure or in little groups;

2.2.5. carrying out individual work with the purpose of development in minor creative capabilities, assistance in their improvement and the organization of rest;

2.2.6. return of minors on family environment by psychocorrection assistance to the families which are in social and dangerous condition;

2.2.7. research of the reasons resulting in homelessness among minors, carrying out preventive measures in the direction of their elimination;

2.2.8. implementation of modern techniques and technologies of social resettlement when rendering the corresponding services by the minor;

2.2.9. rendering the corresponding legal and organizational support in case of attainment of majority to person which is in the center for the purpose of providing it with work through the State employment agency in subordination of the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic or attraction on training courses, and also ensuring permanent reintegration of such persons into society;

2.2.10. rendering psychological assistance, and also public and other assistance according to the procedure, established by the Law of the Azerbaijan Republic "About psychological assistance" to minors, their parents or other legal representatives in elimination of difficult living conditions of minors, recovery of their social status in places of their accommodation, educational institutions, on workplaces, taking measures to return of minors to the families.

III. Financing of organization

The organization is financed by the government budget.
