1. Approve "Rules of conversion (secondary processing) for the purpose of reuse of scrap and waste of precious metals and gemstones by the legal entities collecting this scrap and waste including by military units and military structures" it (is applied).

Rules of conversion (secondary processing) for the purpose of reuse of scrap and waste of precious metals and gemstones by the legal entities collecting this scrap and waste including military units and military structures

1. These rules are developed on the basis of the Law of the Azerbaijan Republic "About precious metals and gemstones" and the Presidential decree of the Azerbaijan Republic of November 22, 2007 No. 317 "About application of the Law of the Azerbaijan Republic "About precious metals and gemstones" and determine rules of conversion (secondary processing) for the purpose of reuse of scrap and waste of precious metals and gemstones by the legal entities collecting this scrap and waste including military units and military structures (further - the military organizations).

2. In case of formation of scrap and waste of precious metals and gemstones at the organizations, accounting of this scrap and waste is performed according to "Rules of mandatory fee and accounting of scrap and waste of precious metals and gemstones, in case of formation of scrap and waste of precious metals and gemstones at legal entities, including in military units and military structures", approved by the resolution Cabinet of Ministers of the Azerbaijan Republic of November 6, 2007 No. 173.

3. Scrap and waste of precious metals and gemstones can be processed (for the second time are processed) for reuse by the organizations which collected this scrap and waste or are sold to the legal entities who got special permission to activities for production and refining of precious metals, recuperations of gemstones.

4. Conversion of collected scrap of precious metals and gemstones for reuse is performed as follows:

* preliminary processing of scrap and waste of precious metals and gemstones;

* calculation of content of precious metals as a part of scrap and waste;

* sale of collected scrap and waste of precious metals and gemstones to the companies to suppliers for the agreement;

* the order on contractual basis to the legal entities owning special permission and modern technology in the field on processing and reduction of collected scrap and waste of precious metals and gemstones in the structure and form conforming to international standards.
