The Council of Heads of Government of the Commonwealth of Independent States solved:

1. Approve the Procedure for determination of level of monetary pay of the Chief executive and the staff of Executive directorate of Interstate fund of humanitarian cooperation of the State Parties of the Commonwealth of Independent States (Appendix 1).

2. Approve the Scheme of settlement official pay rates of the Chief executive and the staff of Executive directorate of Interstate fund of humanitarian cooperation of the State Parties of the Commonwealth of Independent States (appendix 2).

3. This Decision becomes effective from the date of its signing, and for the State Parties which legislation requires accomplishment of the interstate procedures necessary for its entry into force, - from date of delivery of the relevant documents to depositary.

It is made in the city of Yalta on May 25, 2007 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Procedure for determination of level of monetary pay of the chief executive and staff of executive directorate of interstate fund of humanitarian cooperation of the State Parties of the Commonwealth of Independent States

1. This Procedure establishes the mechanism of determination of level of monetary pay of the Chief executive and the staff of Executive directorate of Interstate fund of humanitarian cooperation of the State Parties of the Commonwealth of Independent States (further - the Chief executive, employees, Executive directorate, Fund respectively).

2. In case of determination of level of monetary pay of the Chief executive the basic salary calculated on the basis of the cost of budget set in rubles of the Russian Federation for the employee of foreign institution in Moscow (further - basic salary) which is determined proceeding from the cost of food products, expenses on cooking, the cost of clothes and household goods, utility, medical and other services is used.

3. The basic salary is, as a rule, recalculated once in three years by the interdepartmental commission created for these purposes from representatives of executive bodies of the State Parties of the Agreement on creation of Interstate fund of humanitarian cooperation of the State Parties of the Commonwealth of Independent States of May 25, 2006 (further - the Agreement) which competence the foreign policy cooperation, regulation of the employment and financial relationships enter.

4. The settlement official pay rate of the Chief executive is determined as a result of multiplication of basic salary by 3,3 coefficient (work pay level ratio by the highest category of positions to the pay level on the lowest category of positions of staff of Executive directorate of Fund).

5. On the basis of settlement official pay rate of the Chief executive rounded to the whole ruble of the Russian Federation the level of settlement official pay rates of employees according to the Scheme of settlement official pay rates of the Chief executive and the staff of Executive directorate of Fund is determined.

6. To settlement official pay rates of the Chief executive and the employees for special working conditions in the international organization, and also for the purpose of compensation for expenses on social and medical support the raising coefficient in the amount of 1,6 is applied.

7. Calculation of basic salary and level of monetary pay of employees is performed in currency the Russian Federation (Russian rubles).

8. This Procedure does not provide for the Chief executive and employees other payment terms of work or additional guarantees on social and medical support.
