About quality and safety of foodstuff

Chapter 1. General provisions

Article 1. Law purpose

This Law determines the legal, social and economic relations at stages of procurement, production, transportation, storage, realization of foodstuff, materials and products and their ingredients, and also packaging and auxiliary materials between the producer, the seller and the consumer for the purpose of implicit ensuring realization of the rights of physical persons and legal entities to acquisition environmentally friendly, high-quality and safe for life and health of full-fledged foodstuff, materials and products, including products of dietary, baby food and dietary supplements.

Article 2. Basic concepts

In this Law the following basic concepts are used:

foodstuff - the products in the natural or processed (tinned) type eaten by the person including products of baby food, products of dietary food, butylirovanny drinking water, alcoholic products, beer, soft drinks, chewing gum, and also food staples, nutritional supplements and dietary supplements;

products of baby food - the foodstuff intended food of children aged up to 14 years and meeting physiological requirements of children's organism; products dietary foodstuff, pitaniyaprednaznachenny for clinical and preventive foods;

food staples - the raw materials of vegetable, animal, microbiological, mineral and artificial origin and water used for production of foodstuff:

nutritional supplements - the natural or artificial substances and their connections which are specially entered into foodstuff in the course of their production for the purpose of giving to foodstuff of certain properties and preserving quality of foodstuff;

dietary supplements - the natural biologically active agents intended for the use along with food or introductions in structure of foodstuff;

the materials and products contacting to foodstuff (further materials and products), - the materials and products applied to production of packaging, storage, transportations, realization and use of foodstuff including processing equipment, devices and devices, container, ware, dining facilities;

quality of foodstuff - set of characteristics of the foodstuff capable to satisfy needs of the person for food in case of their obligatory compliance to requirements of normative and technical documents;

safety of foodstuff - condition of reasonable confidence that foodstuff in case of usual conditions of their use is not harmful and does not constitute health hazard present and future generations;

nutrition value of foodstuff - set of properties of foodstuff with which physiological needs of the person for necessary substances and energies are satisfied;

the certificate of quality and safety of foodstuff, materials and products - the document of which compliance of quality and safety of each batch of foodstuff, materials and products to requirements of regulating and technical documents makes sure;

certification - activities for confirmation of conformity of products to the established requirements;

the certificate of conformity - the document issued by rules of system of certification for confirmation of conformity of the certified products to requirements of regulations; the certificate of content of nitrates and pesticides - the document in which content of nitrates and residual amount of pesticides in fruit and vegetable products, potatoes, grapes and melon field is reflected;

technical documents - documents according to which are performed production, storage, transportation and realization of foodstuff, materials and products (specifications, technological instructions, compoundings and others);

turnover of foodstuff, materials and products - purchase and sale (including export and import) and different ways of transfer of foodstuff, materials and products (further - realization), their storage and transportations:

counterfeited foodstuff, materials and products the foodstuff, materials and products which are intentionally counterfeited under products of the real producer; identification of foodstuff, materials and products - activities for establishment of compliance of certain foodstuff, materials and products to requirements of regulating, technical documents and information on foodstuff, materials and on products, containing in the documents attached to them and on labels; utilization of foodstuff, materials from products, use of defective and dangerous foodstuff, materials and products for conversion for product receipt, not intended for the food purposes; expiration dates - the period of time estimated from the date of production of foodstuff during which they are suitable for the use;
