1. Approve the Technical regulations for the transferring power networks stated in annex as resolution component.
2. Owners of licenses for transport of electrical energy and the central dispatching activities in the course of the activities shall submit to rules and the established requirements of the Technical regulations specified in Item 1.
3. To impose control of observance of this resolution on management of regulation and licensing.

1. Technical regulations (further - Regulations) are developed for the transferring power supply networks according to the Law on the electric power, Rules of the market of electrical energy, Regulations on measurement of electrical energy for commercial purposes, and also according to requirements of ENTSO-E.
2. Regulations represent the regulation which is part of system of regulation of transmission of electricity and single operational and technology management of EES.
Purpose
3. The purpose of regulations is determination of the rules and minimum requirements of technical nature to members of electricity market directed to implementation of measures for reliable, continuous and cost-efficient work of EES.
4. Regulations are directed on:
a) it is cancelled;
b) determination of set of rules for dispatching management of EES;
c) determination of responsibility and obligations of OPSS and all users of SEP;
d) detailed description of technical parameters of quality of functioning of SEP;
e) determination of procedures of dispatching control of the generating blocks according to rules of electricity market;
f) it is cancelled;
g) determination of technical requirements for the dispatched blocks attached to electrodistribution networks;
h) determination of the principles of development of SEP;
i) determination of Items of interface and flows of information between OPSS and users of SEP.
Scope
5. Regulations regulate activities of OPSS and centers of dispatching management and are applied without discrimination to users of SEP.
6. Users of SEP shall observe provisions of regulations.
Powers and competences
7. ORTS performs the following specific types of activity:
a) transfer of electrical energy;
b) planning and development of SEP on the basis of state policy in the field of power;
c) accounting of the electrical energy transferred on SEP.
8. OPSS provides public service to all to users of SEP, providing non-discriminatory access to SEP according to the law to any applicant who fulfills the technical requirements provided by this Regulations.
